About this opportunity
The Colorado Judicial Department is conducting a Request for Qualifications (RFQ) for statewide outpatient services targeting adult and juvenile probationers across multiple judicial districts. The procurement seeks qualified providers to deliver comprehensive treatment services including substance use counseling, mental health services, DUI programs, domestic violence interventions, cognitive behavioral therapy, specialized treatment, and case management. Primary focus districts include the 3rd, 6th, 7th, 9th, 11th, 12th, 13th, 15th, 16th, 21st, 22nd, and 23rd Judicial Districts, though providers are not required to serve the entire state. Respondents must attest to meeting licensing and certification requirements from DORA, OBH, and/or DVOMB, with the contract term anticipated to commence upon execution and potentially extend through May 31, 2030. The solicitation (RFQ #23012-3) was posted on February 10, 2025, with proposals due by April 14, 2025, and providers are expected to submit comprehensive documentation including a business organization statement, non-collusion affidavit, pricing response, and vendor price sheet.
The procurement does not specify explicit set-aside designations or restrictions on organizational types, allowing a broad range of qualified providers to respond. Contractors are not required to provide services in all areas or across all judicial districts, providing flexibility for specialized or regional service providers. While no specific budget range is detailed, compensation will be determined through individual district budgets with no guaranteed referral volume, and payment methods may include self-pay by probationers, partial department payment, or a combination. The Judicial Department reserves the right to execute Master Agreements with all or none of the qualified respondents and may reopen the RFQ to accept additional submissions. Providers must comply with strict confidentiality requirements, provide comprehensive reporting, and adhere to performance standards including treatment evaluations and collaboration with probation officers. The solicitation excludes certain services such as inpatient and sex offender evaluation and treatment, focusing specifically on outpatient behavioral health interventions for the probation system.
