About this file

This document is a Questions and Answers (Q&A) file for Solicitation 23012-3 for Statewide Outpatient Services, issued by the Colorado Judicial Department. The Q&A document addresses four key questions from potential bidders, covering topics such as telehealth service delivery eligibility, additional solicitation rounds, bidding format requirements, and document download confirmation. The solicitation is the third round of a Request for Qualifications (RFQ) seeking qualified providers of outpatient services for adult and juvenile probationers across multiple judicial districts in Colorado.

The Q&A clarifies that both in-person and telehealth behavioral health providers are eligible to apply, and the Colorado Judicial Department is not anticipating additional funding rounds for this solicitation. The document advises potential contractors to submit bids for this current round if they have not already participated in previous rounds. The outpatient services sought include treatment services in areas such as substance use, mental health, DUI, domestic violence, cognitive behavioral therapy, and case management, primarily intended for the 3rd, 6th, 7th, 9th, 11th, 12th, 13th, 15th, 16th, 21st, 22nd, and 23rd Judicial Districts. Contractors are expected to attest to meeting all necessary licensing and certification requirements from relevant state agencies.

Q3 Question: Bidding Format

Does the bid need to be in a certain format? I noticed the document "RFQ-Solicitation.pdf there is a section called B1: A Pricing that states: PRICING TABLE TO BE INSERTED HERE. Therefore, I am not sure if everything in that document needs to be added to the bid.

See below:

B-1. Pricing and Compensation for Services:

Contractor shall be compensated at the rates listed below for the performance of outpatient treatment services provided in accordance with “Exhibit A” of this Agreement. The Contractor shall be paid upon completion, to the appropriate

Local Probation Department or PSC Program’s satisfaction, of the specified services set forth below. The below rates represent the total not-to-exceed compensation amounts for services regardless of the payment source. The pricing specified in this

Exhibit B is initially intended to cover Contractor’s services for the Judicial Districts. Additional Judicial Districts may place orders for the services and rates identified below in accordance with paragraph 7. SERVICES TO DISTRICTS. However, if either the

Judicial District or Contractor require different pricing for any one or more of the services identified below, the ordering Judicial

District(s) and Contractor must agree to alternate pricing in writing, in advance of the service performance.

A. Direct Treatment Services and Pricing. Pricing specified in the table below relates to services to be performed and completed for the direct benefit of referred Probationers. Contractor may charge for services and tasks directly related to an evaluation, assessment, treatment, and consultations for a referred Probationer. Individual pricing entries for services that are general in nature, including but not limited to Case Management Services, staffing for in-court meetings, administrative, scheduling, planning, preparation, and overhead costs, are not permitted under Direct Treatment Services and

Pricing.
