About this opportunity

The Missouri Office of Administration, Division of Purchasing, is soliciting proposals under STATE 0000000615SL to add vendors to a statewide Law Enforcement Public Safety Gear Qualified Vendor List, with proposals due November 12, 2026, at 2:00 PM Central Time through MissouriBUYS. Evaluation includes applicable state preferences: a 10% Domestic Products Procurement Act Buy American preference for qualifying American-made products, plus Service-Disabled Veteran Business Enterprise (SDVE) participation, Honorably Discharged Veteran Enterprises (HDVE) preferences, and Organizations for the Blind and Sheltered Workshop participation. Vendors holding contracts from prior award RFPC30034902001981 need not respond.

Qualified vendors will supply public safety gear to state agencies statewide on an as-needed, if-needed basis, with state agencies issuing quote requests to all QVL contractors. Evaluation is based on price and the preferences above. All pricing must be firm and fixed, with shipping and freight FOB Destination, Freight Prepaid and Allowed. Before award, vendors must comply with Missouri tax requirements, register with the Missouri Secretary of State, and provide Anti-Discrimination Against Israel Act certification. Because federal funds are involved, contractors must also meet federal requirements including debarment and suspension certifications, 2 CFR Part 200 uniform administrative requirements, Byrd Anti-Lobbying certification, and affirmative action obligations for contractors employing 50 or more persons.

The contract runs from award through October 31, 2027, with one additional one-year renewal at the Division of Purchasing's sole discretion. Historical usage across four predecessor contracts for fiscal years 2021 through 2024 ranged from $280 to approximately $1.5 million annually. The state does not guarantee any usage. Awardees must pay a 1% quarterly administrative fee on payments received and submit quarterly administrative and usage reports by the 15th of the month following each calendar quarter.
