About this opportunity
The Rhode Island Department of Behavioral Healthcare, Developmental Disabilities and Hospitals (BHDDH) is soliciting proposals from qualified firms to establish a statewide crisis receiving and stabilization service through community-based Behavioral Healthcare Assessment Center(s). The procurement seeks vendors capable of developing a comprehensive network of crisis services to address behavioral health emergencies across Rhode Island. Respondents must provide detailed technical proposals demonstrating their ability to create, implement, and manage crisis intervention centers that can effectively assess, stabilize, and support individuals experiencing acute behavioral health challenges. The Request for Proposals (RFP) requires vendors to submit separate technical, cost, and ISBE (Minority, Women, and Disability-Owned Business Enterprise) proposals through the Ocean State Procures system. Key dates include a pre-bid conference held on December 22, 2022, a vendor Q&A period from December 16-28, 2022, and a proposal submission deadline of January 19, 2023 at 6:00 PM GMT. The evaluation criteria will assess technical merit, cost effectiveness, and proposed ISBE participation, with points awarded based on the comprehensiveness of the proposed solution and the lowest cost proposal receiving maximum points.
The procurement encourages participation from Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs), and Disability Business Enterprises (DisBEs), with vendors receiving additional evaluation points based on their proposed ISBE utilization rates. Vendors must be registered in the Ocean State Procures system and provide extensive insurance coverage, including $1 million in general liability, workers compensation, automobile liability, $2 million in professional liability, $1 million in physical abuse/molestation liability, and $5 million in cyber/privacy coverage. The initial contract term is one year, with options to renew for up to four additional 12-month periods contingent on vendor performance and funding availability. While no specific total contract value was explicitly stated, the contract will be funded through state appropriations, with continuation beyond the initial fiscal year subject to fund availability. Successful vendors must be prepared to begin contract negotiations and work within 6 months of the award date, and will be required to comply with HIPAA regulations and execute a Business Associate Agreement as part of the healthcare-related contract.
