About this opportunity
The Florida Department of Juvenile Justice (DJJ) and the Office of Prevention Services are seeking a contractor to conduct statewide compliance monitoring for facilities with authority to securely detain juveniles, focusing on implementing an effective monitoring system for the Office of Juvenile Justice Delinquency Prevention (OJJDP) Act requirements. The primary objectives include conducting 300 annual site visits (minimum 25 per month), performing 12 desk audits per facility annually, verifying data, reviewing monitoring forms and tools, updating policy manuals, and providing annual compliance, colocation, and violation reports. The contractor will focus on three core OJJDP Act requirements: Deinstitutionalization of Status Offenders, Separation of Youth from Adults, and Jail Removal. Respondents must demonstrate two years of experience within the last five years providing technical assistance and compliance monitoring for juvenile justice programs. Key dates include a solicitation conference call on November 19, 2024, written questions due by November 21, 2024, and proposal submissions due January 3, 2025, with an anticipated contract start date of July 1, 2025. The evaluation will be based on a technical proposal scoring up to 800 points and a price sheet, with financial viability assessed on a pass/fail basis using either a D&B Supplier Evaluation Risk score or specific financial audit documentation criteria.
The RFP includes provisions to encourage diversity through a Certified Minority Business Enterprise (CMBE) Subcontracting Utilization Plan, though no preference points will be awarded for this component. The current monitoring services are provided by an outsourced vendor through May 2024, but no specific details about the incumbent are provided. The contract will be a Fixed Fee-Unit Cost agreement with a total maximum annual contract amount of $190,000, which includes all services, travel, and out-of-pocket costs, with a maximum cost of $500 per site visit. The contract term is anticipated to be five years, from July 1, 2025, to June 30, 2028, with potential renewal options not to exceed three additional years. A tie-breaking mechanism is established with preferences given to businesses with drug-free workplace programs, Certified Minority Business Enterprises, Service-Disabled Veteran's Business Enterprises, Florida-based businesses, and foreign manufacturers with factories in Florida. The monitoring universe includes approximately 300 facilities across Florida, such as adult jails, lockups, detention centers, residential facilities, and correctional facilities that have the authority to securely detain juveniles.
