About this opportunity

The Washington Department of Commerce is soliciting proposals from qualified local government units through a Notice of Funding Opportunity (NOFO) to strengthen the implementation and enforcement of Washington's firearm relinquishment laws, specifically Extreme Risk Protection Orders (ERPOs) and Orders to Surrender and Prohibit Weapons (OTSPWs). Eligible applicants include cities, counties, towns, townships, federally recognized tribes, and other units of local government with an active Unique Entity Identifier (UEI) and current business licensing in Washington, with specific focus on five jurisdictions: Franklin County, Grant County, Grays Harbor County, Chelan County, and Yakima County. Proposals must address promising practices including multi-disciplinary approaches to serve and enforce firearm relinquishment orders, establishment of specialized units with designated personnel, deployment of court system navigators, improved policy implementation, acquisition of firearm recovery tools and vehicles, firearm storage solutions, and protocols for firearm return. Evaluation will allocate 80% weight to the Technical Proposal (encompassing project approach, work plan, schedule, outcomes, risk management, and deliverables) and 20% weight to the Management Proposal (project team structure, staff qualifications, and proposer experience). A tribal pre-proposal conference will be held virtually on April 29, 2026 at 11:00 a.m. PT, with a general pre-proposal conference scheduled for the same date at 2:00 p.m. PT; proposals are due by 11:59 p.m. PT on May 31, 2026, with the period of performance beginning October 1, 2026 and ending September 30, 2027, with potential for two one-year extensions.

The procurement is open to all qualified local government units meeting the eligibility requirements, with a specific set-aside of a minimum $200,000 reserved for small local jurisdictions meeting federal criteria under the "less than $10,000 pass-through requirement," with top-scoring proposals from these jurisdictions to be funded first until the $200,000 threshold is reached. The Washington Department of Commerce has budgeted up to $2,200,000 in federal funding from the U.S. Department of Justice Byrne State Crisis Intervention Program (SCIP), with individual proposals capped at $500,000 per award. All proposers must submit a Diverse Business Inclusion Plan with aspirational goals for minority-owned, women-owned, veteran-owned, and small business participation, though no minimum participation levels are mandated. Payments will be made on a reimbursement basis for accepted deliverables and allowable time and expenses; unallowable costs include prizes, client stipends, gift cards, food and beverage, unmanned aircraft systems, and expenses supporting enactment or modification of laws or policies. The apparent successful grantee(s) will be announced on or about June 30, 2026, with contract negotiation occurring through July 31, 2026, followed by federal review and approval. COMMERCE reserves the right to award multiple contracts and may invite top-scoring proposers for virtual presentations as part of the evaluation process.
