About this opportunity

Education Service Center, Region 10 (Region 10 ESC) is seeking proposals for a comprehensive Staffing Services and Related Solutions contract on behalf of itself and the national Equalis membership. The procurement aims to establish a master agreement for staffing services available to public agencies nationwide, including county, city, state, special districts, local governments, school districts, private K-12 schools, higher education institutions, and non-profit organizations. The solicitation covers a wide range of staffing services, including education staffing (substitute teachers, intervention staff, special education professionals), nursing and health services, non-instructional staff, government and public sector staffing, and managed service solutions. Proposals are due on August 29, 2025, at 2:00 PM Central Standard Time, with a contract effective date of November 1, 2025, and a proposed three-year term ending October 31, 2028, with options to renew annually for two additional years. The evaluation criteria will assess proposals across five key areas: Products/Pricing (30 points), Performance Capability (25 points), Qualification and Experience (25 points), Administrative Costs (10 points), and Commitment to Service Equalis Group Members (10 points).

The solicitation does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Vendors must submit a comprehensive proposal limited to 100 total pages, including a detailed pricing spreadsheet using the provided Excel attachment, with options for line-item pricing, percentage discounts, and labor installation pricing. An administrative fee of 3% will be payable to Equalis Group monthly based on total sales volume, with potential case-by-case adjustments for large or competitive opportunities. The estimated annual contract volume is projected to exceed $50 million by the third year, with Region 10 ESC reserving the right to award the contract to one or more vendors to ensure comprehensive national coverage. Vendors are required to provide market-competitive pricing, maintain pricing throughout the contract term, and have the ability to request price increases with proper documentation and approval. The solicitation emphasizes the need for vendors to demonstrate capabilities in recruitment strategies, geographic coverage, staff screening processes, and the ability to fulfill large-scale staffing needs across various sectors, with a particular focus on in-demand positions such as Special Education (SPED), Science, Technology, Engineering, and Mathematics (STEM), and nursing.
