The project scope encompasses comprehensive renovations including removal and replacement of the front entrance feature with new wood framing, asphalt shingle roofing, wood fascia and soffits, impact-rated storefronts, and automatic entrances; installation of new carpet tile flooring; removal and replacement of concrete flatwork and subsurface drainage; restroom renovations; selective new doors and hardware; new computer and data wiring; and new mini-split HVAC installation in the data closet. The work is classified as Building Construction (IIIB construction type) and requires all bidders to be properly licensed Louisiana contractors with corporations and limited liability companies registered in good standing with the Louisiana Secretary of State. Sealed bids are due by 2:00 p.m. on Wednesday, June 3, 2026, with public opening at that time, and a mandatory site visit is scheduled for Wednesday, May 13, 2026 at 9:30 a.m. The contract will be awarded to the lowest responsible bidder with a limited contract time of 180 calendar days from the Notice to Proceed, and liquidated damages assessed at $500 per day for projects in the $0–$250,000 range and $1,000 per day for $250,000–$1,000,000 projects. Two alternates are included: Alternate #1 for replacement of all carpet tiles throughout the library (approximately 7,363 square feet) and Alternate #2 for landscape installation including plants, trees, and new soils.
Bidders must comply with comprehensive insurance requirements including minimum limits of $1,000,000 combined single limit for general liability and commercial automobile liability, and must submit performance and payment bonds equal to 100 percent of the contract price. Retainage will be held at 10 percent for contracts under $500,000 and 5 percent for contracts $500,000 and above, with final payment due 45 days after acceptance and filing of clear lien certificates. No specific set-aside designations for disadvantaged enterprises or minority-owned businesses are mentioned in the solicitation materials. The project is funded through St. Tammany Parish Government resources and is subject to available funding and approval by designated parish members. No specific budget range is provided; however, the liquidated damages structure and retainage terms indicate the anticipated project value may fall within the $250,000–$1,000,000 range.
