About this opportunity
The Florida Fish and Wildlife Conservation Commission (FWC) is seeking competitive bids for a specialized fire suppression system replacement project located at the RMI 2nd Floor Library in St. Petersburg, Florida. The procurement is an Invitation to Bid (ITB) for the complete removal of an existing Halon suppression system and the installation of a new clean agent suppression system. Bidders must be registered in the MyFloridaMarketPlace (MFMP) system and with SunBiz, and must hold current state contractor licenses under relevant Florida Statutes. A mandatory pre-bid conference and site visit is scheduled for November 6, 2025, at 11:00 AM ET, with attendance required for bid responsiveness. Written questions must be submitted by November 12, 2025, at 5:00 PM ET, with responses anticipated by November 17, 2025. Sealed bids are due by December 1, 2025, at 3:00 PM ET, with a public bid opening at the same time. Bidders must submit comprehensive documentation including a Bid Form, List of Subcontractors, References, Experience Questionnaire, and Financial Information, along with a bid guarantee of at least five percent of the bid amount for bids exceeding $100,000.
The FWC encourages diversity in procurement and specifically requests that bidders consider subcontracting opportunities with minority, women, and veteran-owned business enterprises. Contractors must establish a local office within 300 road miles of the project site and, if the contract sum is $500,000 or more, must perform at least 15 percent of management and construction work with their own employees. The project requires comprehensive insurance coverage, including Workers' Compensation, Commercial General Liability, and Commercial Automobile Liability, with the FWC named as an additional insured. The Commission has established an estimated budget of $234,000 for this project, with the anticipated contract award date of December 8, 2025. The contract term extends from the Notice to Proceed through Substantial Completion within 180 calendar days, followed by Final Completion 30 days thereafter, plus an additional year for guarantees and warranties. Liquidated damages are set at $250 per calendar day for delays beyond the Substantial Completion date, and progress payments will be made within 40 calendar days of receipt and acceptance of payment applications.
