About this file
This is an Addendum No. 1 Questions & Answers document issued by the Florida Fish and Wildlife Conservation Commission (FWC) Procurement Office for Solicitation FWC 25/26-45C, "St. Petersburg RMI Halon Replacement." The project involves the complete removal of an existing Halon fire suppression system from the RMI 2nd Floor Library in St. Petersburg, Florida, and installation of a new clean agent suppression system. All bid responses must be received by 3:00 PM (ET) on Monday, December 1, 2025. A mandatory pre-bid conference and site visit occurred on November 6, 2025, at 11:00 AM ET, and written questions were due by November 12, 2025, at 5:00 PM ET. The anticipated contract award date is December 8, 2025. The contract term extends from Notice to Proceed through Substantial Completion within 180 calendar days, followed by Final Completion 30 days thereafter, plus an additional year for guarantees and warranties. The estimated project budget is $234,000.
The addendum addresses five key questions regarding project execution. The contractor is responsible for removing all Halon system components and disposing or recycling them in a legal manner. Work may be performed during normal business hours (Monday-Friday, 7:00 AM-5:00 PM), and the FWC will notify staff of anticipated construction noise. The contractor must remove and reinstall existing ceiling tiles for work above the ceiling, as referenced in the construction drawings. The FWC will provide protection for bookshelves and contents in the library prior to construction mobilization. Bidders must maintain current contractor licenses, establish a local office within 300 road miles of the project site, and provide comprehensive insurance coverage with the FWC named as an additional insured. A bid guarantee of at least five percent of the bid amount is required for bids exceeding $100,000, and liquidated damages are assessed at $250 per calendar day for delays beyond the Substantial Completion date.
