About this opportunity

The City of St. Petersburg, located in Pinellas County, Florida, is seeking quotes for a gate repair project at the St. Petersburg Police Department Headquarters located at 1301 1st Ave. N. The procurement involves a comprehensive repair of the north main gate roller trolley track system, with specific deliverables including replacing two upper roller rails with substantially sized rails, replacing four existing roller trolleys with eight new heavy-duty eight-wheel roller trolleys, and installing a ground-mounted "V" roller channel to support the gate's total weight. Vendor qualifications require a minimum of five years of experience in metal cantilever gate services, ability to service and retrofit gate components, and capability to perform services without subcontractors. The solicitation was released on September 19, 2024, with a pre-proposal meeting scheduled for September 24, 2024, at 10:00 am, and responses are due by October 3, 2024, at 3:00 pm through the city's online bidding system. Evaluation criteria will focus on selecting the lowest responsible and responsive vendor who meets all specified technical and operational requirements.

The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Insurance requirements are substantial, mandating $1 million in commercial general liability, $1 million in commercial automobile liability, and workers' compensation insurance as required by Florida law. Contractors must complete CJIS training and pass background checks before accessing police department facilities, with security being a significant consideration. The total project value is limited to $9,999, and the successful vendor must provide an account manager to oversee implementation, servicing, reporting, and issue resolution. The City reserves the right to terminate the contract with 30 days' notice and requires the vendor to indemnify the City against potential claims. The contract will be governed by Florida law with venue in Pinellas County, and the vendor must comply with public records laws, potentially requiring maintenance and transfer of public records as needed.
