About this opportunity
The City of Green Cove Springs is requesting proposals for consultant services to complete design and feasibility analysis for the St. Johns River Trail – Phase 1, a 3.5-mile shared-use non-motorized trail connecting Spring Park to the Shands Bridge/First Coast Expressway, with proposals due November 9, 2026 at 10:00 a.m.
The trail comprises approximately 0.5 miles on concrete pilings over water, 0.5 miles of boardwalk over wetlands, and 2.5 miles of DOT-standard sidewalk, all 8 feet wide. The consultant must deliver site and route feasibility analysis, boundary and topographic surveying, engineering design and construction specifications, material quantities and cost estimating, environmental and cultural resource review with permitting, title searches and legal opinions covering thirty years, and coordination with FDOT for trail integration. Deliverables must include a boundary survey with legal description signed by a licensed surveyor and a title search and legal opinion. The project completion date for state funding is April 30, 2028.
The project is partially funded through a state legislature appropriation with grant administration by the Florida Department of Environmental Protection. Proposals are valid for 60 calendar days after opening. Evaluation uses three weighted criteria: ability of professional personnel (35 points), past performance and references (25 points), and methodology and understanding of project scope (40 points). The City Manager serves as tie-breaker under Florida Statutes Chapter 218.391.
The successful contractor must maintain comprehensive insurance: general liability of $1 million general aggregate, automobile liability of $1 million, workers' compensation at statutory limits, and professional liability of $1 million per occurrence. Required submittals include a technical proposal, Public Entity Crimes Requirement form, Drug-Free Workplace Compliance form, W-9, Debarment and Suspension form, and Standard Addendum confirmation. Submissions are electronic via the City's e-Procurement Portal.
