About this opportunity

The Idaho Department of Health and Welfare is seeking a sole source procurement for a Substance Use Disorder Board Certification System from the Idaho Board of Alcohol/Drug Counselor Certification, Inc. (IBADCC). This procurement is being processed through the Idaho Division of Purchasing, with Ada County as the primary jurisdiction. IBADCC is the only state-recognized credentialing body for substance use disorder counselors, prevention specialists, and recovery coaches in Idaho, making them uniquely qualified to provide this system. The contract is intended to support certification and recertification processes for addiction professionals, ensuring compliance with IDAPA 16.07.17 administrative codes. The procurement is designed to address the current opioid epidemic and behavioral health workforce shortage in the state. The solicitation was posted on September 26, 2023, with a response deadline of September 29, 2023, and includes a five-business-day window for potential vendors to challenge the sole source determination.

No specific set-aside designations or enterprise restrictions were explicitly noted in the documentation. The incumbent vendor is IBADCC, which has over 25 years of experience providing professional certifications in Idaho. The total estimated contract value is $74,880 for a one-year term with potential renewals. The procurement is funded by the Idaho Department of Health and Welfare, with no specific funding source details provided. While the contract is a sole source procurement, it allows for potential challenges from other interested vendors within five business days of the closing date. The system will primarily support infrastructure for board management, ethics complaint management, technology management, and organizational management for substance use disorder professional certifications. Insurance requirements include commercial general liability, commercial automobile liability, and workers' compensation insurance, with specific provisions for naming the State of Idaho and contracting agency as additional insureds.
