Rosie Andueza Idaho Department of Behavioral Health SUD Program Manager Substance Use Disorder Single State Authority (SSA)

Dear Ms. Andueza, The Idaho Board of Alcohol/Drug Counselor Certification (IBADCC) is the sole state credentialing body recognized in Idaho Administrative Code (IDAPA) Chapter 16.07.17 for substance use disorder counselors, prevention specialists, and recovery coaches in Idaho. IBADCC has 25+ years providing certifications and recertifications for professionals providing prevention, counseling, and recovery support in the state of Idaho. In addition, the board has the experience and expertise to ensure that certified individuals maintain a minimum level of proficiency in the delivery of substance use disorder treatment.

Background:

IDAPA Chapter 16.07.17 defines IBADCC as “A board affiliated with the International Certification Reciprocity Consortium/Alcohol and Other Drug Abuse (ICRC). The IBADCC is the certifying entity that oversees credentialing of Idaho Student of Addiction Studies (ISAS), and Certified Alcohol/ Drug Counselors (CADC) in the state of Idaho.”

The board was incorporated on December 1, 1995, in collaboration with IDHW and the state legislature who were seeking a means to ensure substance use disorder treatment services across the state were being provided by ethical and appropriately educated individuals.

The board offers the following certifications:

• ACADC – Advanced Certified Alcohol and Drug Counselor

• CADC – Certified Alcohol and Drug Counselor

• SUDA – Substance Use Disorders Associate.

o This is a state certification and not through IC&RC

• CCS – Certified Clinical Supervisor

• CPS – Certified Prevention Specialist

• CPRC – Certified Peer Recovery Coach

• CRC – Certified Recovery Coach

• PCRC – Provisional Certified Recovery Coach

• PCRCC – Provisional Certified Peer Recovery Coach

Justification:

IDAPA Chapter 16.07.17 Section 200 states that substance use disorder programs “must employ at least one (1) qualified substance use disorders professional for each behavioral health program location. A qualified substance use disorders professional includes individuals with the following qualifications” and then lists 12 different certification options. Of these 12, only three are certifying entities:

• Idaho Board of Alcohol/Drug Counselor Certification - Certified Advanced or Certified Alcohol/Drug Counselor.

• Northwest Indian Alcohol/Drug Specialist Certification - Counselor II or Counselor III.

• National Board for Certified Counselors (NBCC) - Master Addictions Counselor (MAC)

Of these, only IBADCC provides certifications for substance use disorder counselors, prevention specialists, and recovery coaches in Idaho. As noted in IDAPA, the Northwest Indian Alcohol/Drug Specialist is specific to Counselor II or Counselor III and the NBCC only certifies the Masters of Addictions Counselor.

For individuals seeking certification as an Advanced Certified Alcohol and Drug Counselor, Certified Alcohol and Drug Counselor, Substance Use Disorders Associate, Certified Clinical Supervisor, Certified Prevention Specialist, Certified Peer Recovery Coach, or Certified Recovery Coach in Idaho, IBADCC, per Idaho Code, is the only entity authorized to provide these certification services.

Sincerely, Cindy Hansen, Interim Board President https://adminrules.idaho.gov/rules/current/16/160717.pdf
