About this file

This document is a request from the Idaho Department of Health and Welfare, Division of Behavioral Health, for a one-time exemption to contract with the Idaho Board of Alcohol and Drug Counselors Certification (IBADCC) to provide certifications and renewals for addiction professionals in Idaho. IBADCC is the only state-recognized credentialing body for substance use disorder counselors in Idaho, and the board has over 25 years of experience in this area. The request is being made to remain in compliance with IDAPA 16.07.17, which states that Certified Advanced or Certified Alcohol/Drug counselors can only be certified by IBADCC. The exemption is necessary due to the current opioid epidemic and behavioral health workforce shortage in the state, which would have a devastating impact on the health and safety of Idahoans if the certification process were disrupted.

The related state and local contract opportunity is for the Idaho Department of Administration, Division of Purchasing, to approve a sole source authorization for the Idaho Department of Health and Welfare to purchase a Substance Use Disorder Board Certification System from IBADCC. This notice is being given pursuant to Idaho Code section 67-9221, and any interested vendor may file a challenge to this sole source procurement within five business days of the closing date.

RE:Request for one time exemption

The Department of Health and Welfare, Division of Behavioral Health Department is requesting a one-time exemption to contract with the Idaho Board of Alcohol and Drug Counselors Certification (IBADCC) to provide certifications and renewals for addiction professionals in Idaho.

Idaho Administrative Code Chapter 16.07.17 defines IBADCC as “A board affiliated with the International Certification Reciprocity Consortium/Alcohol and Other Drug Abuse (ICRC). The IBADCC is the certifying entity that oversees credentialing of Idaho Student of Addiction Studies (ISAS), and Certified Alcohol/ Drug Counselors (CADC) in the state of Idaho.”

The board offers the following certifications:

· ACADC – Advanced Certified Alcohol and Drug Counselor (must have a master’s degree)

· CADC – Certified Alcohol and Drug Counselor (must have a bachelor’s degree)

· SUDA – Substance Use Disorders Associate (must have taken identified university classes along with a practicum). This is a state certification and not through IC&RC

· CCS – Certified Clinical Supervisor (must have a master’s degree and be a ACADC or CADC also)

· CPS – Certified Prevention Specialist

· CPRC – Certified Peer Recovery Coach

· CRC – Certified Recovery Coach

· PCRC – Provisional Certified Recovery Coach

· PCRCC – Provisional Certified Peer Recovery Coach

IDAPA chapter 16.07.17, section 200 states that Certified Advanced or Certified Alcohol/Drug counselors can only be certified by IBADCC. For the purpose of remaining in compliance with IDAPA 16.07.17, we are requesting an exemption to bidding. Idaho’s inability to certify Alcohol and Drug Counselors during a concurrent opioid epidemic and behavioral health workforce shortage will have devasting impacts on the health and safety of Idahoans.

The Idaho Board of Alcohol/Drug Counselor Certification (IBADCC) was incorporated on December 1, 1995, in collaboration with IDHW and the state legislature who were seeking a means to ensure substance use disorder treatment services across the state were being provided by ethical and appropriately educated individuals. The board has 25+ years providing certifications and recertifications for professionals providing prevention, counseling, and recovery support in the state of Idaho. In addition, the board has the experience and expertise to ensure that certified individuals maintain a minimum level of proficiency in the delivery of substance use disorder treatment. IBADCC is the only state recognized credentialing body in Idaho for substance use disorder counselors.

Currently, IBADCC manages 805 active certifications. It is expected this number to grow as well due to the increased emphasis on the development of the behavioral workforce in the state. Any changes to the current certification process would cause undue hardships and burden on the SUD workforce and treatment providers in Idaho and the clients they serve during a time when overdose and other drug/alcohol related deaths are at an all-time high in Idaho and the nation.
