About this opportunity
The Delaware Department of Transportation (DelDOT) is soliciting sealed bids for SR 1 Median Barrier construction from SR 30 to SR 16 in Sussex County under Contract T202500901, with bids due July 7, 2026 at 2:00 p.m. This is a federally funded highway construction project subject to Davis-Bacon prevailing wage requirements, Buy America provisions under the Build America, Buy America Act, and a 0% Disadvantaged Business Enterprise (DBE) participation goal — all DelDOT-certified DBEs were decertified under an Interim Final Rule issued September 30, 2025 and are undergoing recertification.
The scope encompasses installation of approximately 28,000 feet of high-tension cable barrier (type 3-31 guardrail) and galvanized steel beam guardrail segments across approximately 4.62 miles of SR 1, including median crossover modifications, a minimum 4-foot-wide maintenance strip, pavement maintenance sections with varying asphalt lifts, erosion and sediment control measures, and stormwater management compliance under Delaware's NPDES General Permit for Construction. The disturbed area totals 15.08 acres with a net reduction in impervious surface of 0.66 acres. Land disturbance must be limited to 20-acre phases with required stabilization between phases.
The contract is funded under Federal Aid Project No. ESTP-2025(13) (CFDA 20.205). The contractor must complete all work within 316 calendar days, with an estimated Notice to Proceed on or about September 7, 2026. Prevailing wage rates established by the Delaware Department of Labor apply to all workers, with Sussex County rates ranging from $18.96 to $100.98 per hour depending on job classification, plus fringe benefits. The Executive Order 14026 minimum wage of $17.75 per hour and paid sick leave requirements under Executive Order 13706 also apply.
Bidders must be registered with DelDOT through SimpliGov and comply with the Delaware Contractor Registration Act (19 Del.C. § 3601 et seq.). A surety bond or security deposit equal to at least 10% of the bid amount and a mandatory drug testing affidavit certifying compliance with Regulation 4104 for all employees and subcontractors are required. Performance-based rating system prequalification applies; bidders must maintain a Performance Rating score of at least 85% or execute an Agreement to Accept Retainage. Bids may be submitted via bidx.com/de or delivered in paper form to the DelDOT Administration Building in Dover. The public bid opening is scheduled for the same date and time, with telephonic access available. No pre-bid meeting is scheduled.
