About this file
This is a Questions and Answers document issued by the Delaware Department of Transportation addressing bidder inquiries regarding Contract T202500901 for SR 1 Median Barrier construction from SR 30 to SR 16. The project encompasses the installation of approximately 28,000 feet of high-tension cable barrier and galvanized steel beam guardrail segments across approximately 4.62 miles of SR 1 in Sussex County, along with median crossover modifications, maintenance strips, and pavement maintenance across a 15.08-acre disturbed area. The original bid due date of July 7, 2026 at 2:00 p.m. was extended one week to July 14, 2026 at 2:00 p.m. via addendum to accommodate vendor and subcontractor staffing constraints during the summer vacation period. The estimated Notice to Proceed is September 7, 2026, with a project completion timeline of 316 calendar days. No pre-bid meeting was scheduled for this solicitation.
The Department addressed a technical specification inquiry regarding the acceptance of MASH TL-3 Length of Need high tension cable barriers on slopes up to 6:1 as permitted in other states' roadside design guidelines. The Department maintained its MASH TL-4 requirement as noted in the standard specifications, rejecting the request for material specification flexibility. The project is federally funded under Federal Aid Project No. ESTP-2025(13) (CFDA 20.205) and is subject to Davis-Bacon prevailing wage requirements, Buy America provisions, and a 0% Disadvantaged Business Enterprise participation goal. Prevailing wage rates in Sussex County range from $18.96 to $100.98 per hour depending on job classification, with additional requirements for Executive Order 14026 minimum wage and paid sick leave compliance.

QUESTIONS AND ANSWERS
T202500901
SR 1 MEDIAN BARRIER, SR 30 TO SR 16
Thursday, June 18, 2026 Q # Question Answer
The bid date for the referenced project falls right after a major holiday weekend. As such, many vendors and sub contractors will be working with short staffs in the week prior and after as this is prime summertime vacation time. Given this, we respectfully request a one week extension of the bid date.
The bid date will be extended one (1) week via an addendum. The new bid due date will be July 14, 2026 by 2:00 pm.
Thursday, June 11, 2026
Would the Department consider allowing MASH TL-3 Length of Need high tension cable barrier for this project as the maximum slope is 6:1? Other states allow MASH TL-3 on slopes up to 6:1 per the current Roadside Design Guide (AR, AZ, CA, CO, MS, MT, ND, NM, NV, OR, SD, TN, UT and WV). In doing so, the Department would get competitive material pricing.
The MASH TL-4 requirement will remain as noted in the standard specifications.
