The Connecticut Department of Transportation is requesting bids for spot improvements on River Street (Route 313) in the Town of Seymour under State Project No. 0124-0165, with sealed bids due September 16, 2026 at 2:00 p.m. EDT through the Bid Express website. No pre-bid conference or site visit is required. No DBE percentage goal or SBE set-aside has been established, though all bidders must submit DBE Commitment Approval Request forms or Good Faith Effort applications within five calendar days of bid opening, and the low bidder must submit SBE Commitment Approval Request forms or Request for Waiver applications within the same timeframe.
The scope includes bridge reconstruction of Bridge No. 01585, retaining wall installation, roadway reconstruction and overlay, concrete sidewalk work, utility relocations (8-inch water main, 24-inch sanitary sewer, electric, and telecommunications), temporary traffic signalization at two intersections, drainage improvements, and pavement markings across approximately 650 linear feet of roadway from Station 36+00 to Station 42+56.25. The project incorporates federal Davis-Bacon wage determinations and requires bidders to be prequalified for Group No. 8 — Minor Bridges. Construction is sequenced in three main stages with an allowable 240 calendar days for completion and liquidated damages of $900 per day. The project is funded through Federal-Aid Highway Administration (F.A.P. No. H101(002)) and state funding.
Bidders must submit a sworn Statement (CON 16) prior to bidding and comply with Connecticut Department of Transportation Standard Specifications for Roads, Bridges, Facilities and Incidental Construction (Form 819, dated 2024, as revised July 2025). A bid bond equal to at least 30% of the bid amount is required. Questions are submitted through the Online Pre-Bid Q&A Website (contractsqanda.dot.ct.gov), with submissions closing at 9:00 a.m. on the Monday preceding bid opening. All bidding must be performed electronically through the Bid Express platform using the enhanced browser-based workflow effective May 6, 2026, requiring Digital ID import upon first use.
