About this file

This is a Notice to Contractors from the Connecticut Department of Transportation announcing enhanced bidding workflow changes to the Bid Express (Bidx.com) platform effective May 6, 2026, for projects advertised on or after April 8, 2026. The notice outlines the transition to a browser-based bidding system that eliminates the need for installed software, allowing contractors to bid from any modern computer, including Macs. The updated platform features familiar bid forms with enhanced efficiency and accessibility, along with an intuitive "Check Bid" error-checking feature that guides users to identify and correct submission errors quickly. Existing Digital ID holders will be required to import their Infotech Digital ID into their browser upon first use of the new system, and a security key will be automatically generated during the initial proposal opening to serve as a backup authentication method.

To ensure a smooth transition, all contractors must prepare for the updated bidding requirements by reviewing provided materials and understanding the new Digital ID import process and security key functionality. Support resources are available through the Bidx.com Contractor Information portal and the Bid Submission in Bidx.com Contractor Guides. For general questions regarding the platform changes, contractors may contact Bidx Support at (888) 352-2439 option #1 or customer.support@bidx.com, available Monday through Friday from 7:00 am to 8:00 pm Eastern time. Questions regarding bidding and award procedures should be directed to Philip Melchionne at DOTContracts@ct.gov.
