About this opportunity
The City of Greenville, Texas, located in Hood County, has issued a Request for Proposals (RFP) for General Contractor services to execute the SportsPark Center and Reecy Davis Recreation Center Expansion project. The procurement involves constructing a new Multi-Generational Recreation/Athletic Center at 6705 Monty Stratton Parkway and expanding the existing Reecy Davis Recreation Center at 4320 Lee Street. The project scope includes developing athletic, aquatic, fitness, and recreation amenities, as well as adding a gymnasium, game room, and classroom space. Construction drawings and project specifications were prepared by Barker Rinker Seacat Architecture, Inc. on April 19, 2024. Proposals are due on June 4, 2024, at 3:00 PM CST, with a pre-bid conference scheduled for May 15, 2024, at 1:00 PM CST. The evaluation will be based on a 100-point scoring system, with 50 points for total bid amount, 20 points for team experience, 10 points for scheduling and management abilities, and additional points for key personnel availability and current workload. Bidders must submit both electronic and physical proposals, with one original and five copies, and include a bid bond or cashier's check for 5% of the total bid price.
The RFP does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. Bidders are required to complete several mandatory forms, including a Bidders Qualifications Statement, Affidavit of No Prohibited Acts, and Addendum Acknowledgment Form. The project is funded by a General Obligation (GO) bond approved by voters in November 2023, with an overall budget of approximately $52 million for construction costs and $11 million for soft costs. The City anticipates providing a Notice of Award on or around July 26, 2024, with a Notice to Proceed expected in mid-August. The contract will use a Stipulated Sum method, with all General Conditions, overhead costs, and profit margins to be included in the bid. The City reserves the right to award the contract based on best value, considering factors such as purchase price, service quality, reputation, and compliance with local business regulations. Bidders must demonstrate comprehensive project experience, provide detailed team qualifications, and comply with all specified insurance and bonding requirements outlined in the AIA Document A101 and A201 standards.
