About this opportunity
Bernalillo County's Parks, Recreation & Open Space Department is seeking a comprehensive sports officials services contractor through Request for Bid (RFB) #13-26-HW. The procurement aims to secure a vendor responsible for recruiting, training, certifying, coordinating, and performing payroll services for sports officials who will officiate county league games across Adult and Youth Basketball (ABL & YBL), Slow/Fast Pitch Softball, and Volleyball leagues. The successful bidder must provide a complete range of officiating services, including managing officials for approximately 4,000-4,372 games per sport type, conducting background checks on all sports officials, and implementing training and certification programs. The bid is due on Tuesday, September 16, 2025, at 2:00 p.m. Mountain Time, and will be submitted electronically through the county's eProcurement system called Bonfire. Bidders are required to complete multiple forms, including an Exceptions Form, Unfair Business Practices Disclosure Form, and provide a bid bond of 5% of the total bid from a surety authorized to do business in New Mexico.
The procurement includes several preference considerations for local and small businesses, with a maximum preference limit of 18% or $180,000. Eligible bidders may qualify for preferences related to local businesses, small businesses, and pay equity businesses. The contract is anticipated to be a four-year agreement with an estimated total value of approximately $1,284,154.00 over two years. Pricing will be structured based on unit handling fees for various types of sports officials, including two-person and solo officiating, scorekeepers, and supervisors across different sports and age groups. Bidders must comply with New Mexico state statutes regarding procurement preferences and provide detailed documentation demonstrating their capability to manage comprehensive sports officiating services. Additional requirements include submitting a Pay Equity Reporting Form or valid Pay Equity Business Certificate and completing an Unfair Business Practices Disclosure Form to ensure ethical business conduct.
