About this opportunity

The Kentucky Energy & Environment Cabinet is issuing a Request for Proposal (RFP 126 2500000341) seeking one or more sponsors for the 2025 Governor's Conference on Energy & the Environment, scheduled for October 19-21, 2025. This sponsorship procurement is limited to a maximum of eight sponsors and targets the Elliott County jurisdiction. The primary objective is to secure financial and promotional support for an in-person conference anticipated to draw 250+ participants, including industry leaders, government officials, academics, and members of the public. The event will feature panel sessions, keynote speakers, exhibits, and a pre-conference workshop. Three primary sponsorship levels are available: Commonwealth Sponsor at $10,000 (lunch sponsorship naming rights); Goldenrod Sponsor at $8,000 (breakfast sponsorship naming rights); and Viceroy Sponsor at $4,000 (break sponsorship naming rights), with a Cardinal Level exhibit-only sponsorship offered only after other sponsor spaces are filled. Proposals must be submitted electronically via MOVEit secure file transfer no later than 3:30 p.m. EDT on Thursday, July 31, 2025. Technical proposals will be evaluated on a 100-point scale, with 20 points for responsiveness to solicitation requirements, 20 points for sponsor background and information, and 60 points for sponsorship response including demonstrated interest in energy and environment topics and alignment with Kentucky's energy, environment, and economic development priorities; proposals scoring below 50 points will not be considered. Barry Stigers (502-782-0345, Barry.Stigers@ky.gov) serves as the sole point of contact for all RFP inquiries.

The RFP imposes specific compliance requirements on all prospective sponsors, including the mandatory completion and notarization of a Required Affidavit for Bidders, Offerors, and Contractors in accordance with Kentucky Revised Statutes 45A.110 and 45A.115, whereby authorized representatives must attest under penalty of perjury that they have not knowingly violated Kentucky's campaign finance laws. Sponsors must disclose any final determinations of violations of Kentucky tax, wage and hour, occupational safety, unemployment insurance, or workers' compensation laws within the previous five years and must maintain valid authorization to conduct business in Kentucky throughout the contract term. No specific set-asides for disadvantaged enterprises or other restricted categories are identified in the solicitation documents. Selected sponsors must remit payment within 45 days of the award notification. The solicitation does not identify any incumbent vendors, current contractors, or existing infrastructure requirements for integration. Award values are limited to the fixed sponsorship levels ranging from $4,000 to $10,000 per sponsor, with no additional budget information provided beyond the established tiering structure.
