About this opportunity
The University of Texas Health Science Center at San Antonio (UTHSA) is soliciting competitive sealed proposals through RFP 745-26-P04 for the provision of spinal implants and related surgical supplies on a bill-only basis for the newly opened Multispecialty and Research Hospital (MSRH), a 144-bed facility with 12 operating rooms. The procurement encompasses a comprehensive range of spinal implant products and instrumentation including odontoid fixation devices, cervical, thoracic, lumbar, and sacral/pelvic spine constructs, artificial discs, spinal rods, pedicle screws, locking screws, rod contouring systems, cross links, interbody fusion devices, disc and corpectomy cages/spacers (TLIF, PLIF, expandable cages), drill bits, laminoplasty constructs, staples, and adjustable rods, while explicitly excluding kyphoplasty and vertebroplasty systems. All spinal implant items must be FDA-approved or CE-certified, and vendors must meet minimum qualifications including at least five years of experience providing spinal implants and supplies. The RFP will result in multi-awarded contracts with several vendors meeting specified requirements, with UTHSA estimating approximately 240 spinal cases annually and requiring emergency delivery within four hours and scheduled procedure delivery within 24 hours prior to surgery. Evaluation criteria allocate 20 points for cost, 20 points for proposer reputation and product quality, 25 points for quality of goods or services, 25 points for meeting university needs, 5 points for past relationship with the university, and 5 points for exceptions to terms and conditions. The question deadline is 3:00 PM Central Time on Monday, February 23, 2026, with proposals due by 3:00 PM Central Time on Tuesday, March 10, 2026. As a bill-only contract, awarded proposers cannot charge for loaner rental or specialty instrument sets and must submit equipment sets with count sheets to Sterile Processing 24 to 48 hours prior to procedures at the vendor's liability.
Submission of a Historically Underutilized Business (HUB) Subcontracting Plan is mandatory for all proposers and a requirement to advance to the evaluation stage; failure to submit or incorrectly complete the plan will result in proposal disqualification. All proposals must be submitted electronically through the University's Euna e-Procurement portal and must include the Execution of Offer form with required certifications and representations regarding employment law compliance, tax status, debarment status, boycott restrictions related to Israel, Iran, Sudan, energy companies and firearm entities, conflict of interest disclosures, and child support compliance. Proposers must comply with extensive state and federal requirements including HIPAA and the Texas Medical Records Privacy Act, OSHA standards, and various Texas Government Code provisions, and a Business Associate Agreement template is provided for entities that will create, receive, maintain, or transmit protected health information on behalf of UTHSA. UTHSA does not guarantee any specific volume, minimum, or maximum compensation, and no incumbent vendors or current contractors are identified in the RFP materials. The contract is subject to expansion if other University of Texas System institutions elect to participate in the purchasing arrangement, and the initial contract term will be one year with the University retaining the option to renew for up to four additional one-year terms. Pricing must include all labor, equipment, materials, fees, overhead, profit, insurance, licenses, and related costs, with payment terms established at net 30 days as mandated by the Texas Prompt Payment Act; no specific budget range or award values are disclosed in the procurement documents.
