About this opportunity
Glades Electric Cooperative (GEC) is seeking a Master Service Agreement (MSA) for Storm Damage Inspection services in preparation for the 2025 hurricane season through a competitive bid process. The procurement aims to establish a contract with a qualified vendor capable of deploying damage inspection teams consisting of a Damage Assessor, Damage Assessor Assistant, Area Field Manager, vehicles, and iPads to assess utility infrastructure damage post-disaster. Key requirements include personnel with a minimum of ten years distribution utility experience, specialized equipment like iOS-based iPads and 4-wheel drive pickup trucks, and the ability to conduct initial and secondary damage assessments of above-ground utility facilities such as substations, transmission lines, poles, transformers, and services. Evaluation criteria will be weighted 40% on firm and staff qualifications, 30% on past performance, and 30% on cost proposal. The bid solicitation was posted on June 4, 2025, with questions due by June 16, 2025, and final bids due by June 18, 2025. The Master Service Agreement will be effective until December 31, 2026, with an anticipated contract award date of July 10, 2025.
The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Contractors with an existing MSA storm contract with GEC are not required to submit a bid but may do so with updated rates. The contract will reimburse labor, transit, fuel, lodging, and materials, with a strict prohibition on cost-plus payment scenarios. The total contract base "Not to Exceed" amount is set at $100,000, though this may be amended in the event of a large-scale disaster. Contractors must be prepared to mobilize within 24 hours of approval and provide comprehensive damage assessment reports with GPS-coordinated photographs using NISC Appsuite software. The solicitation is conducted in compliance with FEMA's Procurement Guidance and aims to address contractor availability constraints experienced during the 2024 hurricane season. GEC reserves the right to reject any or all proposals and may award multiple contracts depending on the severity of potential disaster scenarios.
