About this opportunity

The Texas Education Agency is requesting proposals for special education and general education complaint investigation support services under RFP 701-26-022, with proposals due July 24, 2026 at 2:00 p.m. Central Time via the Euna Procurement portal. All contractors must submit a Historically Underutilized Business Subcontracting Plan demonstrating a 5% service-disabled veteran-owned business participation goal and good faith efforts to subcontract with a minimum of three certified VetHUBs.

The scope comprises three integrated services: IDEA complaint investigation support for approximately 400 special education cases annually; operational assessment, design, and documentation support to strengthen TEA's internal complaint-processing operations; and general education law violation and misconduct investigation support for approximately 3,750 cases annually. Contractors may bid on Project A (IDEA and operational support), Project B (general education and misconduct investigation), or both. All investigators must comply with fingerprinting and criminal background check requirements if conducting school visits. Deliverables must include strict compliance with FERPA privacy requirements and confidentiality of Personally Identifiable Information throughout the contract term.

TEA will award one or more contracts on a best-value basis with evaluation scores of 105 possible points for Project A and 100 possible points for Project B. Pricing must be submitted as a detailed Task, Activity, Deliverable, and Budget Plan with specific costs per deliverable; indirect cost rate calculations are not accepted. Monthly invoicing is contingent upon satisfactory completion and TEA acceptance of deliverables. TEA will not reimburse work performed before contract execution.

The anticipated contract start date is January 2027, with a term of five state fiscal years. All contracts are subject to appropriation of funds by the Texas Legislature. Written questions are due June 26, 2026, with final answers published July 2, 2026. Oral presentations may be required for highest-scoring responses and will be conducted via video conference. Prospective vendors should contact TEASolicitations@tea.texas.gov.
