About this file
This is Addendum I to RFP 701-26-022 issued by the Texas Education Agency (TEA) for Special Education and General Education Complaint Investigation Support Services. The addendum clarifies that contractors may respond to Project A (IDEA complaint investigation and operational support), Project B (general education law violation and misconduct investigation), or both projects independently. Project A operates under the Office of Special Populations and Student Services, while Project B operates under the Office of Governance. TEA will provide onboarding, training, and calibration sessions to ensure contractor alignment with agency procedures, templates, quality standards, and investigative protocols. The agency currently maintains 10 staff positions dedicated to special education dispute resolution investigations and 47 investigator positions in the Compliance and Investigations Department, with 12 senior investigators providing quality oversight. Written questions were due June 26, 2026, with responses published by July 2, 2026, and proposals are due July 24, 2026 at 2:00 p.m. Central Time. The anticipated contract start date is January 2027, with a term of five state fiscal years.
TEA maintains centralized tracking systems and document repositories for complaint records and will utilize secure file-sharing platforms to exchange case materials with contractors rather than providing direct system access. Contractors will be responsible for maintaining tracking information and following TEA-established document management, storage, and retention requirements in accordance with FERPA privacy requirements. TEA will assign primary points of contact for each investigation type to handle revision requests, quality feedback, escalation procedures, and expedited decision-making, with contractors expected to complete revisions within established timelines, including two-business-day turnarounds when necessary. Project A handles approximately 400 special education cases annually, while Project B manages approximately 3,750 general education cases annually. The agency is implementing this new contract to resolve capacity constraints due to increased complaint volume and is concurrently implementing a new internal application that will require procedural updates for both divisions.

Texas Education Agency RFP 701-26-022, Special Education and General Education Complaint Investigation Support Services
Addendum I, June 30, 2026
This addendum incorporates the following changes to the above-referenced solicitation:
I. Questions - The following questions and associated responses are hereby incorporated into the above-referenced solicitation:
1. QUESTION: Are contractors able to apply for Project A or Project B only, or do contractors have to apply for both?
TEA RESPONSE: Contractors can respond to one project or both projects.
2. QUESTION: 1. Does the submission require two separate submissions for attachment D, or can the same excel sheet be used for both projects?
TEA RESPONSE:1. Attachment D is requested only once.
2. To what extent does TEA expect procedural and process alignment across project A and project B?
TEA RESPONSE:2. Projects A and B are managed by different TEA divisions and are subject to different legal and regulatory requirements. Contractors should be prepared to follow the specific procedures, templates, quality standards, and reporting requirements established for the project(s) for which they are selected.
3. Are potential contractors expected to address all activities for both project A and project B within their submission? Are potential contractors able to submit proposals only for project A or only for project B?
TEA RESPONSE:3. Contractors can respond to one project or both projects.
4. Which offices/departments within TEA are anticipated to be involved in these projects?
TEA RESPONSE:4. Project A is in the Office of Special Populations and Student Services under the Special Populations Policy and Compliance Division. Project B is in the Office of Governance under the Compliance and Investigations Department.
5. Does TEA currently engage with an external partner to conduct the work described in project A and/or project B? If so, what improvements does the agency seek in a potential new partner? What challenges does the agency seek to solve through a new partnership?
TEA RESPONSE:5. The agency has held similar contracts in the past, but this will be a new contract intended to resolve capacity constraints due to an increased volume of complaints and other reports. The agency is also implementing a new internal application. Consequently, this will require the divisions to update internal resources and procedures for internal implementation.
6. Will TEA provide access to the templates and quality standards references in section 1.7 Scope of Work, Project Description, and Project Requirements under A.1 IDEA Complaint Investigation Support number 3?
TEA RESPONSE:6. Yes, they can be found in Euna under Public Files.
6a. 2026 Notice of Special Education Complaint and Request for Response Template 6b. 2026 Special Education Investigative Report Template 6c. 2026 GSS Notice of Findings Template 6d. 2026 Notice of Complaint and Required Action Template 6e. Special Education Complaint Investigation Procedures (Jan 2026)
TEA RESPONSE:6a-6e. These can be found in Euna under Public Files
7. Will TEA provide onboarding, training, or calibration sessions for the selected contractor to ensure alignment with TEA’s complaint investigation standards, procedures, templates, quality expectations, and decision-making protocols?
TEA RESPONSE:7. Yes. TEA will provide onboarding and training to support alignment with agency procedures, templates, quality standards, and investigative protocols. Additional calibration and technical assistance may be provided, as needed, throughout the contract term.
RFP 701-26-022, Addendum I 2
8. How many internal TEA staff are dedicated to doing complaint investigations? Do they have other general supervision responsibilities?
TEA RESPONSE:8. There are currently 10 TEA positions in the Special Populations Policy and Compliance Division that investigate TEA special education dispute resolutions. There are 47 investigator positions in the Compliance and Investigations Department. Twelve of these positions are senior investigators who oversee quality through review and provide support to non-senior investigators (but are not supervisory.) Supervisors have not been included in this count.
9. Does TEA currently use a tool or system to track complaint timelines, status, and key milestones? If so, will contractors be provided access to that tool/system, or are contractors expected to create and maintain their own tracking process?
TEA RESPONSE:9. TEA currently uses a secure system to track complaint timelines, status, and milestones.
Contractor access to TEA systems has not yet been determined and will be addressed during implementation.
Contractors should be prepared to maintain tracking information in accordance with TEA requirements and approved processes.
10. Does TEA maintain a centralized archive or document repository for complaint evidence, correspondence, investigative records, and final reports? If so, will contractors be provided access to that repository, or are contractors expected to establish and maintain their own document storage and archival process?
TEA RESPONSE:10. TEA maintains a centralized repository for complaint-related records, including evidence, correspondence, investigative documentation, and final reports. TEA currently utilizes a secure file-sharing platform to exchange and manage case materials with contractors rather than providing direct access to internal agency systems. Contractors will be expected to follow TEA-established document management, storage, and retention requirements, and additional information on access and document-handling processes will be provided during implementation.
11. What communication protocols will TEA establish with contractors regarding review feedback, revision requirements, and timelines for response, particularly when a two-day turnaround is required for revisions or follow-up actions?
TEA RESPONSE:11. For Project A, all investigation reports are subject to a second read and panel review process. TEA will provide revision requests and quality feedback through tracked changes and documented review comments, which will be routed back to the contractor for response. Contractors will be expected to address requested revisions and return updated deliverables within established timelines, including expedited requests requiring a two-business-day turnaround when necessary to meet complaint processing requirements.
12. What escalation procedures will TEA establish with contractors when questions, quality concerns, unresolved revision issues, or delays caused by the LEA, complainant, or other external response timelines require TEA direction or expedited decision-making?
TEA RESPONSE 12. TEA will assign a primary point of contact based on the type of investigation. Contractors will elevate questions, quality concerns, unresolved revision issues, and timeline impacts to the assigned TEA contact, who will coordinate guidance, internal review, and expedited decision-making as needed to support timely case resolution.
II. All other provisions of the solicitation remain the same.
