Spalding County, Georgia is soliciting proposals from qualified transportation planning consultants to develop a Comprehensive Safety Action Plan under RFP No. SS4A-2026-01, with sealed proposals due July 20, 2026 at 3:00 p.m. to the Spalding County Purchasing Department. The procurement is funded by a $300,000 Safe Streets and Roads for All Planning and Demonstration Grant from the U.S. Department of Transportation Federal Highway Administration, with Spalding County contributing a 20 percent local match of $75,000; the total project budget is $375,000. The contractor must identify 25 to 30 countermeasures, establish performance targets of a 20 percent reduction in fatalities and 15 percent reduction in serious injuries within five years, and deliver the final Action Plan no later than September 30, 2028. Spalding County experienced 65 motor vehicle fatalities between 2018 and 2022, yielding an average annual fatality rate of 19.3 per 100,000 population, significantly above the national average and the SS4A high-fatality-rate threshold of 17.5 per 100,000.
The contract term is 36 months from notice to proceed. The prime contractor must perform at least 51 percent of total contract work by cost and must be registered and active in SAM.gov, comply with E-Verify work authorization requirements, and maintain insurance including $1,000,000 professional liability coverage. Proposals will be evaluated on firm qualifications and key personnel (25 points), relevant experience and references (25 points), technical approach and project schedule (35 points), cost proposal (10 points), and DBE participation or good faith efforts (5 points), with a maximum of 100 points; oral presentations may add up to 15 additional points at the committee's discretion. An optional pre-proposal conference is scheduled for June 25, 2026. Questions are due July 6, 2026, with responses posted by July 13, 2026. Notice of intent to award is anticipated August 17, 2026, contract execution by September 4, 2026, and notice to proceed by September 14, 2026.
