About this opportunity

The Commonwealth of Massachusetts Department of State Police (POL) is issuing a Request for Response (RFR) for the procurement of Scuba Parts, Equipment, and related Services on an as-needed basis for Middlesex County. The RFR seeks qualified bidders to provide a wide range of Scuba/Underwater Recovery items including training equipment, supplies, and services. The contract is designated as an Open Enrollment contract, allowing additional vendors to be added during the contract period. The RFR has an estimated procurement calendar with a bid release date of April 14, 2020, a bid response deadline of April 28, 2020, and an estimated contract start date of May 1, 2020. The initial contract term is 24 months, with up to 8 optional 12-month renewal periods for a total potential contract duration of 120 months. Pricing will be firm for the initial contract term, and contractors will have an opportunity to request price increases if renewal options are exercised. Bidders must submit a Supplier Diversity Program (SDP) Plan committing to a percentage of contract revenues to be spent with certified Minority/Women Business Enterprises (M/WBEs) and Service-Disabled Veteran-Owned Business Enterprises (SDVOBEs).

The RFR indicates that the Commonwealth does not guarantee a maximum obligation amount, as this will be a Rate Contract based on the Commonwealth's needs and available funding. Bidders certified as diverse businesses by the Supplier Diversity Office (SDO) or other recognized organizations may not list their own company or subsidiaries/affiliates as SDP partners. The responsibility lies with the bidder to meet their proposed SDP commitment, which will become a contractual requirement. The Commonwealth reserves the right to re-open the RFR periodically to allow new bidders to submit responses, as this is an Open Enrollment contract. No details are provided on the incumbent contractors or the estimated contract value.
