About this opportunity

The Nevada National Guard-Office of the Military is requesting proposals for dust polymer binder application services in Southern Nevada under an RFP with proposals due October 13, 2026 at 10:00 a.m. Pacific Time via nevadaepro.com, with a question deadline of September 22, 2026. Nevada-based businesses receive a five percent preference under state law.

The scope covers dust control polymer delivery and application on an all-inclusive per-gallon basis at four Clark County installations: Floyd Edsall Training Center, Anthony Cometta Complex, Henderson Readiness Center, and Speedway Readiness Center. Work is performed Monday through Friday, 8:00 a.m. to 5:00 p.m., and must be scheduled with the Nevada Army National Guard Project Manager. Vendors must conduct a pre-contract walkthrough with environmental staff and submit check-in summaries with photographic documentation after each treatment. Pricing must be all-inclusive of product, delivery, application, hourly personnel rates, and associated service fees. All on-site personnel require a valid government-issued Real ID and must complete an Annex H Background Check form prior to base entry.

The State intends to award one to three contracts with an initial four-year term beginning December 28, 2027, plus two optional one-year renewal extensions. Evaluation will weight demonstrated competence (20 percent), experience in comparable engagements (20 percent), conformance with scope of work (15 percent), expertise and availability of key personnel (15 percent), and cost (30 percent). The State is not obligated to accept the lowest-priced proposal and reserves best and final offer negotiation rights.

Mandatory requirements include Nevada business license registration, nevadaepro.com and sam.gov enrollment, compliance with federal and state law, and an agreement not to boycott Israel. Contractors must provide commercial general liability ($2 million aggregate / $1 million per occurrence), automobile liability ($1 million combined single limit), workers' compensation at statutory limits, and professional liability ($1 million per claim / $2 million aggregate) with the State named as additional insured. Notice of intent is anticipated October 21, 2026, with notice of award by November 17, 2026.
