About this opportunity

The City of La Vergne, Tennessee is soliciting sealed unit-price bids for the South Waldron Road Improvements in Rutherford County, with a mandatory pre-bid conference on November 17, 2026 at 2:00 PM and bids due December 7, 2026 at 2:00 PM. Attendance at the pre-bid conference is required to be eligible for award.

The project widens approximately 2.64 miles of Waldron Road to three lanes from Rock Springs Road to just south of Rock Springs Elementary School, then to five lanes from there to Centre Point Drive. Work includes grading, curb and gutter and sidewalk on the five-lane section, underground drainage, paving, a shared use path on the three-lane section, pavement markings, erosion and traffic control, lighting, and signal installation and modification at three intersections. Utility scope includes a new water line, relocation of a 6 gas line, and new sanitary sewer. All work stays within right-of-way and easements the City purchased.

The bid schedule contains more than 300 line items, with quantities ranging from single units to hundreds of thousands of units. Bid security equals 5% of the maximum bid price in the form of a bid bond. Before award, contractors must provide proof of state business authorization, contractor licensing, a qualifications statement with financial data and experience documentation, and insurance certificates.

Substantial completion is due within 1,613 calendar days, with final completion within 1,643 days, structured in three milestone segments. Liquidated damages are $1,500 per calendar day for milestone and substantial completion delays and $1,000 per day after substantial completion. Special damages include fines, penalties, and actual engineering and administrative costs incurred beyond the substantial completion deadline.

Progress payments are issued monthly at 95% of completed work value, less retainage. Retainage stops once 50% of work is complete if progress is satisfactory. Upon substantial completion, payment rises to 100% less retainage and less the engineer's estimate for remaining work.
