About this opportunity

Jordan School District (JSD) is soliciting sealed bids through an Invitation for Bid (IFB) for the replacement of boiler systems at South Hills Middle School in Riverton, Utah, with an alternate option to add boiler replacement at Bluffdale Elementary School in Bluffdale, Utah. The procurement is governed by the State of Utah Procurement Code (UCA Chapter 63G-6a) and applicable Utah Administrative Rules, with the contract awarded to the lowest responsive and responsible bidder meeting all specifications and requirements. Qualified contractors must submit sealed bids exclusively through the U3P Bonfire platform by Tuesday, April 21, 2026 at 2:00 p.m. (MDT), with a mandatory pre-bid conference scheduled for Thursday, April 9, 2026 at 10:00 a.m. (MDT) at South Hills Middle School. Questions must be submitted through U3P Bonfire by Thursday, April 16, 2026 at 5:00 p.m. (MDT), with responses posted as addenda on the same platform. The project scope includes complete boiler system replacement with detailed specifications for mechanical, structural, electrical, and general construction divisions; contractors must provide system commissioning, comprehensive testing and balancing by AABC/NEBB/TABB-certified firms, and a minimum four-hour operator training before final acceptance. Site work may commence as early as June 8, 2026, with substantial completion required by August 7, 2026, subject to liquidated damages of one thousand dollars ($1,000) per calendar day for missed deadlines. Contractors must submit a bid bond equal to five percent (5%) of the total bid price from a corporate surety licensed in Utah and rated A-VIII or better by AM Best, and upon contract award must execute the contract within ten (10) days and provide performance and payment bonds equal to 100% of the total construction contract price.

The procurement documents do not identify specific set-asides or restrictions limiting participation to particular types of organizations or disadvantaged enterprises; however, all persons performing work on JSD premises or in direct contact with students are subject to background check requirements per Utah Code 53A-3-410, with clearance costs included in contractor pricing. Contractors must comply with federal, state, and local laws including E-Verify requirements and maintain general liability insurance of one million dollars ($1,000,000) per occurrence and five million dollars ($5,000,000) aggregate, workers' compensation insurance as required by Utah law, and all insurance must name JSD as an additional insured. The base bid includes a twenty-thousand-dollar ($20,000) construction contingency allowance, with an additional twenty-thousand-dollar ($20,000) contingency for the alternate Bluffdale Elementary scope; however, specific overall budget ranges or award values are not disclosed in the bidding documents. Upon contract award, successful bidders will be paid monthly upon submission of AIA Document G702 applications, with five percent (5%) retained from each payment until final project completion and approval. All equipment, materials, and labor are warranted free from defects for a minimum of twelve (12) months from discovery, and the Jordan School District reserves the right to reject any or all proposals and to waive any informality or technicality in the best interest of JSD.
