The procurement targets five specific cancer registry projects to be completed exclusively by active certified oncology data specialists (ODSs) from the National Cancer Registrars Association (NCRA). The required projects include Pathology Reports, Death Clearance, Quality Control, Case Consolidation, and Cancer Registry Operations, which will involve processing approximately 6,500 pathology reports, 350 potential death clearance cases, 2,200 new cancer cases for quality control, and 3,000 case consolidation records annually. Proposals are due by May 9, 2025, at 5:00 PM CST, with an anticipated award date of June 1, 2025. Submissions must be electronic and limited to 35 pages, sent to Kay Dosch at kay.dosch@state.sd.us. The evaluation will be based on subjective criteria including specialized expertise, technical competence, resources, past performance, project management techniques, and ability to handle project constraints. Vendors may submit inquiries to kay.dosch@state.sd.us with the subject line "RFP #25-0904006-024" before the specified deadline.
The RFP does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. The contract will have an initial term from June 1, 2025, to May 31, 2026, with an option to renew for four additional years contingent on mutual agreement and available funding. The total contract amount will not exceed $125,000.00, and the state will not pay separate contractor expenses. Proposing organizations must ensure their oncology data specialists are actively certified by the National Cancer Registrars Association and comply with South Dakota law SDCL 1-43-11 through 1-43-18, which mandates cancer reporting to the SDCR. The state reserves the right to reject any proposals and negotiate terms with the highest-ranked offeror. Strict security measures will be required to ensure confidentiality of patient and institutional records, with full compliance to federal and state laws regarding protected health information access.
