About this opportunity

GSA Public Buildings Service Acquisition is conducting market research via Sources Sought notice for construction services on behalf of the U.S. Department of State to deliver a turnkey U.S. Passport Office and tenant improvement construction at two locations in Salt Lake City, Utah, with responses due May 27, 2026 at 2:00 PM Mountain Time. GSA is evaluating whether adequate competition exists among Small Businesses, HUBZone small businesses, Women-Owned small businesses, or Service-Disabled Veteran-Owned small businesses to potentially set aside the requirement.

The scope encompasses approximately 48,000 square feet of finished office and lobby space across the Wallace F. Bennett Federal Building (125 South State Street) and the Orrin G. Hatch United States Courthouse (351 South West Temple Street). The U.S. Passport Office comprises approximately 30,000 square feet and will include waiting areas, application windows, office space, training rooms, conference rooms, hoteling cubicles, break rooms, server rooms, locker rooms, restrooms, printing rooms, storage, security desks, security screening, and a Security Operations Center. Work includes hazardous materials abatement, selective interior demolition, and new construction delivered in three consecutive phases: six agencies' office build-out, demolition and hazardous materials abatement, then U.S. Passport Office and lobby build-out. Activities in the Bennett Federal Building will occur primarily during normal working hours with limited after-hours utility work; courthouse work will occur primarily outside normal working hours.

The estimated construction magnitude is $20 million to $30 million under a firm-fixed-price design-bid-build contract. The Small Business Size Standard is $45 million. Contract award is anticipated in Q1 2027 with an estimated duration of twenty-two months. Respondents must demonstrate prime contractor experience on three projects of similar magnitude and complexity (minimum $20 million construction cost and 25,000 square feet) completed within the past seven years, bonding capacity of at least $30 million for a single project, active SAM.gov registration, and experience managing construction in occupied federal facilities including security system integration and SOC requirements. All contracts must comply with GSA PBS Core Buildings Standards and Building Information Modeling requirements. Submit a Letter of Interest and five-page Capability Statement to Jamie Potter at jamie.potter@gsa.gov.
