About this opportunity

The Federal Aviation Administration is soliciting sources for comprehensive modernization of two elevators serving the Air Traffic Control Tower at Salt Lake City Airport, with a sources-sought response due September 4, 2026. The project involves a gear traction elevator serving the 328-foot-tall tower across 23 levels (the sole vertical access to the ATCT) and a hydraulic elevator serving the base building, both commissioned in 1999 and experiencing frequent outages.

Modernization scope includes professional deficiency assessment and complete replacement of controllers, hoistway and switch components, drive machines, governors, safety systems, car structures, cabs, door panels, and signaling fixtures. All work must bring both elevators into compliance with ASME A17.1 "Safety Code for Elevators and Escalators" (latest edition). Additional deliverables include fire life safety system integration, asbestos abatement coordination (all existing brake shoes must be assumed to contain asbestos and handled per applicable regulations), painting, and HVAC modifications as required. Elevator cab finishes must meet NFPA 101 class A or B flame spread ratings. The contractor must comply with FAA Specification 1217 for electrical work and FAA STD 019 for lightning and surge protection. Post-completion work includes one week of elevator monitoring and full-service warranty with 24-hour emergency telephone monitoring and seven-days-per-week emergency service availability during the warranty period.

The contractor is responsible for coordinating with the authority having jurisdiction, obtaining all necessary permits and fees, and arranging independent third-party inspections. Salvage items remain FAA property; the contractor must carefully remove and stockpile them and coordinate with the FAA regarding salvage decisions. Work is performed at 1201 N 4000 W, Salt Lake City, Utah 84116. The sources-sought document does not specify contract value, term, evaluation criteria, or contract type.
