About this opportunity
The City of Montgomery, Ohio is requesting bids for comprehensive solid waste collection services covering approximately 3,530 residential households, 5 churches, 40 businesses, and city-owned facilities (parks, municipal buildings, cemetery) within the Heritage District, with sealed proposals due November 4, 2026 at 1:00 p.m. through Planet Bids and public opening at Montgomery City Hall.
The scope includes weekly curbside trash collection using mechanical-arm systems with 65-gallon or 96-gallon carts; curbside recycling collection on weekly or biweekly schedules with multiple cart sizes; yard waste collection with multiple program options and unlimited leaf collection during a five-week period beginning in November; holiday tree collection for three weeks following Christmas; and front-load service for city facilities in 2-, 3-, 4-, 6-, and 8-yard containers. Bidders must submit pricing per-unit-per-month for three contract years (2027–2029), with separate line items for cart rental and purchase options, sticker programs, and special-event services. All waste must be disposed at state-licensed facilities outside city limits; recyclables at approved materials recovery facilities; and yard waste at EPA-licensed composting centers.
Contractors must demonstrate substantial prior experience in residential and commercial solid waste removal, curbside recycling, and yard waste collection with references from municipal contracts awarded within the past five years. Prevailing wage rates under Ohio Revised Code Section 4115.03–4115.19 apply. Contractors must maintain commercial general liability and comprehensive automobile liability insurance with minimum limits of $5 million per occurrence, with the City named as additional insured. A bid bond equal to 10% of total bid amount and a performance bond equal to 100% of average annual contract cost are required. Bidders must also submit an affidavit confirming no unresolved findings from the Ohio Auditor of State under ORC 9.24 and provide EPA-approved permit documentation for all disposal sites.
The contract term is one year beginning January 1, 2027, with two optional renewal years (2028–2029) plus the possibility of two additional extension years at rates to be negotiated. Payment terms are net 15 days from invoicing, billed every 30 days. Proposals must remain valid for 90 days after the bid date. The City advertised this opportunity in the Cincinnati Enquirer on October 14 and October 21, 2026.
