About this file

This is a bidder information and qualification document for the City of Montgomery, Ohio's Solid Waste Collection Services contract. The document establishes the formal bidding requirements and submission procedures for waste collection services, including the mandatory forms, certifications, and qualifications that prospective bidders must complete and submit with their proposals. Bidders must acknowledge receipt of all contract documents, specifications, general conditions, and any addenda; provide a bid guarantee and contract bond equal to 100% of the base bid; and commit to maintaining their proposal for 90 days after the bid date. Upon award, contractors must execute a written contract within ten days and provide required bonds and insurance certificates. The bid evaluation process requires bidders to demonstrate their understanding of the exact scope of work and compliance with all bidding requirements outlined in the Instructions to Bidder.

The Statement of Qualifications section requires bidders to provide comprehensive information including years in business, previous names under which they operated, types of disposal services, names and addresses of subsidiaries and parent companies, detailed personnel and facility information, equipment inventories (specifically packer-type vehicles assigned to Montgomery), landfill ownership and operational details, spare vehicle counts, vehicle maintenance schedules, lists of other municipal contracts with Ohio cities and villages, proposed collection route maps, latest financial statements, and three professional references. Additionally, bidders must submit an affidavit confirming they have no unresolved findings for recovery from the Ohio Auditor of State's office—a requirement under ORC 9.24 for contracts partially or wholly funded with state funds—and must provide the exact location and EPA-approved permit documentation for disposal sites to be used in servicing the contract.
