About this opportunity
The Beaverton School District 48J in Oregon is soliciting proposals through Request for Proposals 25-0003 for a Master Contract to provide comprehensive environmental inspection and remediation planning services on an as-needed basis across the District's 56-square-mile service area encompassing thirty-four elementary schools, eight middle schools, six high schools, and six option schools. The District seeks qualified environmental consultants to deliver asbestos inspection and management planning, mold inspection services, contaminated media management plans (CMMP), environmental site assessments (ESA), radon testing, fuel oil assessment, underground storage tank (UST) services, lead-in-water testing, and lead paint testing. Services will be performed on a time-and-material basis with hourly rates for various personnel classifications including Principal, Project Manager/Lead Person/Designer, AHERA Inspector/Technician, Industrial Hygienist, CAD Drafter, and Clerical/Support Staff, supplemented by costs for materials, mileage, and laboratory analysis. Work will be scheduled Monday through Friday, either 7:00 AM to 3:30 PM on non-student days or 3:30 PM to 11:00 PM on student-in-school days, as prearranged. A non-mandatory pre-proposal meeting will be held on February 4, 2026 at 2:00 PM PST via Microsoft Teams, with proposals due by March 12, 2026 at 2:00 PM Pacific Time via email to contracts@beaverton.k12.or.us. The contract award is anticipated on or about April 10, 2026, with services commencing on or about July 1, 2026. Evaluation criteria include experience and qualifications (25 points), specific school district experience (20 points), key personnel qualifications (30 points), project and professional references (pass/fail), cost and fee detail (15 points), and quality of proposal (10 points); the District reserves the right to interview up to four top-scoring firms and conduct reference checks.
The Master Contract will be effective upon execution through June 30, 2031, with potential renewal for up to four additional one-year periods, and consultant pricing and rates must remain firm through June 30, 2027 and through June 30 of each subsequent contract period, with price increases limited to the prior year's percentage increase in the Consumer Price Index-Western Region unless the consultant can demonstrate actual cost increases or industry-specific market conditions. No specific set-aside designations for disadvantaged enterprises or restrictions on organizational types responding are indicated in the available solicitation documents. The District provides no guarantee of work and reserves the right to obtain services from other contractors if deemed in the District's best interest. The scope encompasses approximately 3,082,117 combined square feet across thirty-six ACM-containing buildings, with specific initial work orders including fungal growth remediation at Sunset High School, lead-in-water sampling in the Band Room, radon testing, and underground storage tank sampling assessment at Barnes Elementary School. While specific budget ranges or award values are not stated in the solicitation documents, pricing is structured on a time-and-material basis with detailed hourly rates and per-sample testing fees outlined in the Price Schedule, along with additional services available including asbestos re-inspection, asbestos periodic surveillance, asbestos pre-renovation surveys, mold-related services, and radon testing with varying turnaround times.
