About this file
This is a Solicitation Addendum No. 1 issued by the Beaverton School District 48J in Oregon for Request for Proposals 25-0003 Environmental Inspection and Remediation Planning. The addendum clarifies key distinctions regarding reference requirements, specifying that Consultant (firm-level) references should demonstrate the firm's qualifications as principal consultant on comparable inspection projects, while Key Individual(s) (personal-level) references should demonstrate the proposed lead personnel's qualifications and track record in principal consultant roles. The addendum also directs proposers to Section 2 "DESIRED QUALIFICATIONS" on page 7 for guidance on addressing proposal content requirements related to how the lead person and firm satisfy the District's qualifications. The District clarified that it has not yet determined the number of contracts to be awarded and that it will provide access to the Verdant Software Program at no cost to the selected consultant(s). The proposal closing date is March 12, 2026 at 2:00 PM Pacific Time, and this addendum must be acknowledged on the Proposer Certification Form to avoid proposal rejection.
The current environmental inspection and remediation planning services are provided by PBS Engineering and Environmental Inc. and TRC Environmental Corporation. The Master Contract, effective upon execution through June 30, 2031 with potential renewal for up to four additional one-year periods, will operate on a time-and-material basis with hourly rates for various personnel classifications and costs for materials, mileage, and laboratory analysis. Consultant pricing and rates must remain firm through June 30, 2027, and through June 30 of each subsequent contract period, with price increases limited to the prior year's percentage increase in the Consumer Price Index-Western Region unless the consultant can demonstrate actual cost increases or industry-specific market conditions. The evaluation criteria include experience and qualifications (25 points), school district experience (20 points), key personnel qualifications (30 points), project and professional references (pass/fail), cost and fee detail (15 points), and quality of proposal (10 points), with the District reserving the right to interview up to four top-scoring firms and conduct reference checks.
