About this file

This is an Addendum No. 2 to Request for Proposal 25-0003 issued by the Business Services Procurement and Contracting division of Beaverton School District 48J in Beaverton, Oregon for Environmental Inspection and Remediation Planning services. The addendum clarifies that sample work orders provided in Appendix F contain intentionally simplified staff classifications and hours that may not reflect every classification or quantity required in actual project scenarios. Proposers are instructed to enter rates for the hours indicated in the sample work orders, understanding that real cases may require additional personnel classifications and varying hours. The addendum confirms that all project costs for the District are billed through the District rather than directly from contractors, and that reporting requirements are not included in the simplified work order examples. Any personnel classifications not listed on the Time & Material Rates price schedule may be added under Other Available Services. The addendum also addresses project transition procedures, noting that a transition meeting between the existing consultant and the awarded consultant will be held only if both the District and the consultant determine it necessary. The proposal closing date is March 12, 2026 at 2:00 PM Pacific Time.

The addendum emphasizes that proposers must acknowledge receipt of this addendum on the Proposer Certification Form, as failure to do so may result in proposal rejection. This clarification is critical for bidders preparing cost proposals, as it permits flexibility in staffing plans and rate structures while maintaining the time-and-material pricing framework established in the base RFP. No changes to pricing terms, set-asides, or other fundamental solicitation requirements are indicated in this addendum.

CLARIFICATIONS/QUESTIONS:

Question 1: Many of the Work Orders descriptions in Appendix F show designated staff classifications (e.g., Industrial Hygenist, etc.) and specific number of hours for a given WO. Are these classifications and hours adjustable? For example, WO #4 UST Sampling shows classifications for only a Project Manager, Industrial Hygenist, and Support Staff. For any type of remediation monitoring we would also use a Field technician/Staff Specialist. Additionally, the number of hours shown in WO #4 are not sufficient to complete the activities described in the WO and would require a preliminary site visit, contractor coordination, and field monitoring of UST decommissioning/remediation activities/soil sampling. Also, are contractor costs being billed directly to the District? Lastly, would this WO also include reporting?

Answer 1: The sample work orders provided are intentionally simple and may not reflect every classification that could be used in real scenarios. Please proceed with entering the rates for the hours indicated. While actual cases may require additional classifications and varying hours, these tasks are simplified.

All project costs for the District are billed through the District. In these examples, reporting requirements are not included. Additionally, any classifications not listed on the Time & Material Rates price schedule may be added under Other Available Services.

Question 2: Will the school district provide a project transition meeting from the existing consultant to the awarded consultant?

Answer 2: If both the District and the Consultant find it necessary.
