About this opportunity

The Colorado Department of Natural Resources, Purchasing Office, on behalf of Colorado Parks and Wildlife, is procuring a single electrofishing boat under sole-source authority, with a procurement end date of March 31, 2027. This is a sole-source procurement; no competitive bidding is anticipated.

The scope is a Smith-Root SR-16HX APEX Commercial Electrofishing Vessel, a 16-foot, 8-inch aluminum hull boat with integrated electrofishing controls, 63-gallon livewell, captain's command center with hydraulic steering, LED lighting, front work platform, custom electrode booms, 60-horsepower Mercury outboard motor, and aluminum single-axle trailer with LED lights and Dexter Eliminator axles. The sole-source justification rests on Smith-Root's exclusive manufacture and factory-direct sales model, proprietary hull design, patented Programmable Output Waveform technology in the electrofishing system, and capability to deliver 80 amps output at lower voltages while maintaining up to 1,200 volts. CPW personnel are already trained on Smith-Root equipment, reducing operational downtime and enhancing crew safety.

The budgeted amount is $126,421.70. The purchase will replace an aging 1998 Smith-Root electrofishing boat. A Purchase Order will be issued as soon as practical. Interested vendors may submit a one-page cover letter via email to challenge the sole-source determination or demonstrate alternative capabilities; the cover letter deadline is July 17, 2026. No formal bidders' conference or site visit is specified.
