Schedule and Term of Award A Purchase Order will be issued as soon as practical. The Sole Source Procurement end date is March 31, 2027.

Budget CPW has budgeted an approximate amount of $126,421.70 for this purchase.

Sole Source Justification Colorado Parks and Wildlife (CPW) needs to replace an aging 1998 model electrofishing boat (which was manufactured by Smith Root Inc.) with a nearly identical Smith Root Electrofishing Boat, and an accompanying boat trailer, with an outboard motor. The existing Smith-Root Boat that will be replaced has been used to perform fishery management duties on multiple reservoirs and lakes in Colorado since 1998. Operational downtime has been minimal for the last 28 years due to the unmatched durability and reliability of boats manufactured by Smith-Root Inc. The proposed boat has the same controls and specs so that operators are already trained on the same tools/functions/features for safety purposes.

CPW crews have also become familiar with the trailering and rigging of Smith-Root electrofishing boats. This familiarity increases safety and efficiency during loading and launching, and during transport across rough, muddy, and slippery roads.

The Smith-Root SR-16HX APEX Electrofishing Boat is not available from any other source. All Smith-Root fabricated boats are sold factory direct from Vancouver, Washington. These turnkey boats are the only fully integrated electrofishing boats on the market with the boat built around the electrofisher and integrated into a captain command station. This provides safety and stability that cannot be offered in vessels where an electrofisher is simply added to a repurposed recreational boat hull. Smith-Root designs and manufactures electronic research equipment used for fisheries research. The Smith-Root SR-16HX APEX Electrofishing Boat is manufactured from proprietary designs and specifications that have evolved from over 60 years of manufacturing experience. Smith-Root’s boat hulls are the only hulls manufactured specifically for electrofishing boats, and therefore provide the highest degree of safety and utility because of their compensation for weight distribution and stability.

Additionally, the trailer bunks for the SR16HX Apex Electrofishing Boat are specifically designed in conjunction with the boat hull to maintain structural integrity and proper towing.

Finally, the outboard motors are integrated at our fabrication shop to ensure proper fit and alignment for longevity of the transom and hull integrity. The SR-16HX is a heavy-duty electrofishing workboat hull designed to provide safe and stable working conditions. This vessel provides the fisheries researcher with the utmost in electrofishing efficiency, safety, and equipment reliability. No other electrofishing vessel offers 0.125-inch-thick sides and bottom marine grade 5052 aluminum and forced extrusion chine material to protect double welds along angled seams. Smith-Root’s proprietary herring bone support/rib system creates unparalleled hull flexibility for long term vessel safety and stability. Closed-cell marine grade polyurethane flotation foam is sprayed in along both sides and below the deck line offering upright, level flotation that exceeds the standards mandated by the US Coast Guard. Spray foam creates a watertight finish that protects the boat from corrosive condensation that happens while on the water. Spray foam also seals hollow hull areas from Aquatic Invasive Species; other manufacturers deliberately choose to leave vast inner hull and deck cavities empty. Hollow hull and deck areas create more noise and less structural support.

The Smith-Root APEX electrofishing system is not available from any other source in the United States or at a reduced price. As the majority sales are to government agencies. No other company manufactures a boat electrofisher with the capabilities of the APEX Boat electrofisher. This equipment allows for hundreds of thousands of different electrical output combinations. The Programmable Output Waveform concept is patented by Smith-Root and not available from any other source, providing access to the most effective and safe output waveforms available. Additionally, the APEX is readily available to receive any future software improvements through email, therefore providing the simplest and lowest cost access to any newly developed waveforms and capabilities in the future. The APEX is the only electrofisher with built in scientific data monitoring and recording that allows the biologist to download the recorded data via flash drive for analyzing and mapping. This is not offered on any other electrofishing equipment in the world. The APEX Boat electrofisher records more than 24 hours of GPS, electrical input, electrical outputs, warning codes, and performance information for every second of electrofishing. Additionally, it is the only boat electrofisher to have a built-in USB port to download all electrofishing data while also allowing the upload of new software.

The ability to record and download is important when reviewing data to help standardize electrofishing methodologies for your specific sampling events. Within the AFS standards methods book (2009), Miranda identifies major factors that must be controlled when standardizing for electrofishing assessments. These factors include characteristics of the waveform (square DC, AC, rectified DC, etc.) and power transferred to the fish (Peak Power).

The APEX unit is the only electrofisher to allow for second-by-second monitoring of these factors over the period of sampling and therefore allows for superior scientific data and standardization. The APEX is also the only electrofisher to provide on-screen active waveform visualization, graphs of output performance, GPS coordinates, and alarm mode to inform users about their defined effort limits. Further, the APEX is the only electrofisher with onboard tutorials and help screens describing voltage, duty cycle, and frequency outputs to educate users while in the field about appropriate electrofishing settings. These characteristics help achieve improved personnel safety, fish health safety, and meeting of scientific objectives. Not only is the APEX Boat Electrofishing System the most advanced electrofisher in the world, but it also singularly provides the electrical output capabilities that would require the purchase of two of the other manufacturers’ Electrofishers. Therefore, the APEX saves money while also expanding research capabilities. The APEX is the only electrofisher engineered to provide 80 amps of peak output amperage when using lower voltage ranges, while also maintaining the ability to go up to 1,200 volts. No other electrofisher allows this range of output capabilities.

Electrofishers from alternative manufacturers are significantly limited in their capabilities when compared to the APEX because of components that limit the output to only 40 amps at lower voltages, or by limiting voltage to 600 volts on equipment that goes to 80 amps. Therefore, without an APEX you are required to purchase and carry around multiple electrofishing control boxes when switching between waterbodies of varying conductivities. Alternatively, the APEX is designed to successfully operate across the widest range of water conductivities with one electrofisher. Smith-Root Advantage: you capture fish successfully across the widest range of water conductivities with only one electrofishing control box, therefore saving money and expanding research capabilities.

Smith-Root has engineering, scientific fabrication, and technical staff available by telephone during business hours to assist with any questions during the use of the electrofishing equipment. CPW staff have worked closely with Smith-Root staff in the past to troubleshoot various issues.
