About this opportunity
City Colleges of Chicago (Olive-Harvey College) is conducting a sole source public review for EV infrastructure training and vehicle conversion services on behalf of an Illinois program to convert diesel vehicles to electric vehicles, with a public hearing scheduled for August 10, 2026 at 12:00 p.m. CDT via Zoom. The intended sole source awardee is SELOC LLC. Interested parties may submit objections or capability statements to testify; registration closes by the hearing date with William Moore, Contracts Administrator, at (773) 487-6958 or Wmoore48@ccc.edu.
The scope comprises a comprehensive 12-week training program preparing students to become EV conversion technicians and Level 2 & 3 EV charger installation specialists, including hands-on instruction from experienced electricians and IBEW-certified professionals covering engine and system removal and replacement with EV technology for passenger vehicles and school buses. Graduates receive a certificate of completion, EVU Level 2 ANSI industry certification, and annual Electric Vehicle Association membership.
The initial contract value is $120,000, covering curriculum development, instructional hours, hands-on electrical training, certifications, and membership access on a per-student pricing basis. The contract term runs from June 2025 through June 2026. City Colleges of Chicago determined SELOC is the sole acceptable source because alternative vendors reviewed lacked comparable certifications and memberships, offered insufficient instructional duration, and focused on solar installation rather than EV charging infrastructure training.
SELOC LLC, identified as a sole source manufacturer, is currently pursuing MBE certification through Cook County (application number 3296546) and requested a temporary waiver of MBE/WBE plan requirements pending formal approval. The company meets eligibility criteria for M/WBE certification based on 100% minority ownership and control.
City Colleges of Chicago reserves the right to cancel the procurement prior to the scheduled hearing. Confirmation of hearing status and access details should be directed to Angela Arrington-Jones, Vice Chancellor of Business and Procurement Services, at (312) 553-2590 or Aarrington@ccc.edu.
