About this file
This is a Sole Source Justification Application submitted by City Colleges of Chicago (CCC), specifically Olive-Harvey College, requesting approval to procure Electric Vehicle (EV) infrastructure training and vehicle conversion services from SELOC, LLC without competitive bidding. The project, titled "SELOC EV Conversion" (Project 35545), involves a comprehensive 12-week training program that prepares students to become EV conversion technicians and Level 2 & 3 EV charger installation specialists. The program includes hands-on instruction from experienced electricians and IBEW-certified professionals, covering the removal of conventional engines and systems and their replacement with EV technology for both passenger vehicles and school buses. Students completing the program receive a certificate of completion, EVU Level 2 ANSI industry certification, and annual Electric Vehicle Association (EVA) membership. The contract term runs from June 2025 through June 2026, with an initial value of $120,000.
The $120,000 contract value is justified based on negotiated per-student pricing that encompasses curriculum development, instructional hours, hands-on electrical training, certifications, and membership access. CCC determined that SELOC is the sole acceptable source because alternative vendors reviewed did not offer comparable certifications and memberships, provided insufficient instructional duration, and focused on solar installation rather than EV charging infrastructure training. The procurement is categorized as a New Sole Source contract funded through Capital Funds and represents new technology and work in the clean energy field. The justification emphasizes that approval is critical to implement the EV program and meet student training milestones; denial would prevent program implementation and limit growth opportunities. The application was signed by Cheryl Freeman (requestor), Alva Gomez, Kimberly Hollingsworth, and Angela Arrington-Jones between July 2-27, 2026.

4. Were alternative supplies or services evaluated? Yes No
a. If yes, what were they and why were they unacceptable? If no, why were alternatives not evaluated? Please be specific with regard to features, characteristics, requirements, capabilities and compatibility:
5. What efforts were made to get the best possible price?
Some of the supplies are developed specifically for the level of training the student is receiving. At Olive-Harvey the student will receive a level 1 and level 2 training on how to remove engines and systems to become an EV vehicle conversion technician.SELOC the delivers the Electric Vehicle (EV) Infrastructure program for Levels 2 & 3 EV charger installation education and training. The training will allow the students to attain permanent access to course work, a certificate of completion from Electric Vehicle training, and access to an annual Electric Vehicle Association (EVA) membership upon completion. Additionally, students will received EVU Level 2 ANSI industry certification.
This process of removal and the EV system that replaces the gas powered engines and systems are a specific package and equipment taught to the students to ensure they understand all of the systems they are removing and replacing. This vendor provides a certificate of completion from Electric Vehicle program, and access to an annual Electric Vehicle Association (EVA) membership upon completion. Additionally, students will received EV Level 2 ANSI industry certification.
This technology of conversion of vehicles started on high end sports cars initially and has morphed to heavy duty vehicles converting school buses to EV buses.Seloc, LLC provides a comprehensive training structure that prepares students for the workforce . Students will undergo a 12-week training program, led by experienced instructors and electricians, focusing on the installation of Level 1, Level 2 and Level 3 EV charging stations for both commercial and residential purposes.Additionally, SELOC trains for the technicians to convert cars and buses to EV vehicles.
The alternative vendors we reviewed for the EV Charging Station Installation training were not deemed acceptable, firstly, the alternative vendors did not offer memberships or certifications, which is a key component of our requirements. Additionally, their instruction time was shorter, which would result in less engagement and potentially limit the depth of the training experience.
Another critical point is that the alternative vendors focused solely on solar ground installation, whereas our programming specification requires training on EV Charging installation. This difference in content focus made them unsuitable for our needs. Last we are also offering Vehicle training through the EV conversion program.
We negotiated the price per student cost to include the curriculum, days and hours of classes, hands on electrical training by IBEW electricians, certification and membership access.

No we are using their services to teach students how to convert vehicles.
The number of students that are being trained lowered the price per student.
This cost will cover teaching the class, books, equipment and other needs to help the program become successful.

If not approved it would prevent the implementation of the EV program and lead to missed milestones and opportunities for growth for our students. .
