About this opportunity
North Muskegon Public Schools, through design-build contractor Energy Systems Group, is soliciting bids for the installation of a rooftop solar photovoltaic system at the school facility located at 1600 Mills Avenue, North Muskegon, Michigan 49445. The procurement involves a complete solar installation project where ESG will provide modules, racking, inverters, and optimizers, while the successful bidder must supply and install all balance-of-system components, electrical work, site work, and system commissioning. Qualified bidders must demonstrate prior experience installing roof-mounted solar systems in Michigan, possess at least one master electrician on staff, demonstrate financial capability, and provide 24-hour response time for post-construction operations and maintenance support. The project timeline includes a non-mandatory pre-bid walkthrough on April 8, 2026 at 10:00 a.m., with bid documents available via Procore beginning April 6, 2026 at 12:00 p.m.; bids are due April 20, 2026 at 5:00 p.m., and a public bid opening will occur April 21, 2026 at 10:00 a.m. Construction is anticipated to begin July 1, 2026, with desired completion by May 31, 2027 and required system operational status by December 31, 2027. Award will be based on lowest responsible and qualified bid price, evaluated on technical approach, clear understanding of scope, management and staffing plans, quality control procedures, and demonstrated past performance on three similar projects of comparable size and scope. The contract includes a 12-month wraparound labor and materials warranty plus a 3-year long-term service agreement with annual extension options.
Prospective bidders must email Paul Reitz at preitz@energysystemsgroup.com to request bidding eligibility and be added to the bidders list prior to accessing bid documents. All bids must be accompanied by 5 percent bid security and a sworn, notarized disclosure statement regarding familial relationships with North Muskegon Public Schools Board of Education members or the superintendent, as well as a signed Iran Economic Sanctions Affidavit; bids lacking either document will be rejected. Performance and Payment Bonds equal to 100 percent of the contract amount are required from surety companies authorized to do business in Michigan with a Federal Register listing or AM Best Rating of B+ or better for any bid category exceeding $50,000. The project is not tax-exempt for sales and use tax purposes, and prevailing wage rates are not required. Bids may be submitted electronically via Procore, by email, or as hard copy to the District Office. No specific set-asides for disadvantaged enterprises or minority-owned businesses are noted in the documentation, and no incumbent vendor or budget range is specified.
