About this opportunity
The Request for Proposals (RFP) issued by Deltera on behalf of the Toronto Community Housing Corporation (TCHC) seeks qualified contractors for Soil Improvement Services at Building 4A within Phase 4 of the Regent Park revitalization project located in downtown Toronto. The procurement is specifically focused on soil improvement services for a comprehensive urban redevelopment initiative, with proposals due by September 29, 2025. Contractors are expected to provide specialized soil improvement solutions that support the ongoing transformation of the Regent Park neighborhood, which began in 2006 and is being executed in five distinct phases. The scope of work, detailed in Appendix B, requires contractors to demonstrate expertise in urban redevelopment soil management techniques compatible with a mixed-use community redesign. While specific evaluation criteria are not explicitly stated in the provided documentation, contractors will likely be assessed on their technical capabilities, previous urban redevelopment experience, and ability to execute soil improvement services within the complex urban regeneration context.
The Regent Park revitalization project represents a collaborative effort between TCHC, Tridel Builders Inc., and Deltera, focusing on replacing social housing buildings from the late 1940s and early 1950s with a diverse, integrated community infrastructure. Although no specific set-aside designations or disadvantaged enterprise requirements are mentioned in the document, the project emphasizes creating a multifaceted urban environment that includes rental and market housing, new businesses, community services, and recreational facilities. The current development partner for Phases 4 and 5 is Tridel, with Deltera serving as the construction manager. While no specific budget range is provided in the documentation, the extensive nature of the project suggests a significant capital investment in urban infrastructure transformation. The soil improvement services are part of a broader strategy to reconnect the neighborhood with the surrounding city, creating a dynamic, multifunctional urban space that supports residential, commercial, and community development objectives.

Questions and Submissions are not being received by TCHC. Refer to the Main Document for more information : This Request for Proposals (RFP) is an invitation by Deltera on behalf of the Toronto Community Housing Corporation (TCHC) for qualified Contractors to submit Proposals for Soil Improvement Services at Building 4A in Phase 4 of the Regent Park revitalization project as further described in Appendix B: Scope of Work. Regent Park is located in downtown Toronto, bounded by Parliament, Gerrard, River and Shuter Streets. The revitalization project began in about 2006 and is divided into five Phases. For Phases 1, 2, and 3 of the revitalization project TCHC partnered with the Daniels Corporation, and Daniels CM acted as TCHC's Construction Manager for the construction of new municipal services, roadways, and buildings. TCHC's new development partner for Phases 4 and 5 is Tridel Builders Inc. (Tridel) with Tridel's subsidiary, Deltera, acting as TCHC's Construction Manager. The revitalization of Regent Park includes demolishing and replacing the social housing buildings constructed in the late 1940s and early 1950s, but the project is about more than just housing. New rental buildings stand side-by-side with market condominium buildings all located on a new street grid that is re-connecting the neighbourhood with the city around it. The project is transforming the neighbourhood from an area with a single landlord (TCHC) to a typical Toronto community with many different stakeholders: homeowners, people living in rental housing, new businesses and services, community groups, schools, recreation facilities, and parks. Regent Park is now a place for employment, educational opportunities, a destination for arts and culture, and recreational activities as much as it is a place to call home. Tridel and TCHC have made commitments to Regent Park residents that broadly fall into two categories: (1) to construct quality housing in a beautiful, animated, and well-functioning urban environment; and (2) to develop a robust and inclusive social and economic development plan that results in long-lasting social and economic institutions and opportunities
