About this opportunity

The State of Maine Department of Defense, Veterans and Emergency Management is requesting quotations for snowplowing and sanding services at the Bangor Regional Training Institute (RTI), with bids due July 24, 2026 at 4:00 p.m. and a mandatory pre-bid walkthrough on July 17, 2026 at 10:00 a.m.

The scope covers clearing and sanding of the main entrance, parking lot (133,215 square feet), walkways (15,430 square feet), and Engagement Skill Trainer building (1,600 square feet) when precipitation reaches two inches or more. All parking areas must be reasonably cleared by 6:00 a.m., and contractors must return within 24 hours of precipitation completion for cleanup. Special 24/7 services are required at Bangor Flight Facility Building #260 and RTI #700 upon notification. Shoveling services are required for walkways, handicap ramps, and stairs at select locations. Contractors must supply a front-end loader (3–5 yards), dump truck (10 yards minimum), plow truck (8–10 foot swath), and truck-mounted sander. All on-site personnel must pass federal background checks. The contractor must provide photographic documentation and pre-existing damage reports within 30 days of contract start and complete lawn repairs by end of season.

The initial contract term runs from November 1, 2026 through October 31, 2027, with four optional one-year renewals extending through April 30, 2031. The previous contract with Cousins Tree Service was valued at $39,600 annually. Bidders must submit cost responses using the provided Excel worksheet, the Bid Cover Page and Responsible Bidders Certification, Subcontractors and Disaster Recovery Plan, and a Certificate of Liability Insurance with minimum $1 million general liability, state minimum worker's compensation, and $500,000 business auto policy with snow plowing coverage.

Award will be made to the lowest compliant bidder, though the State reserves the right to reject any bidder with documented poor performance or contract termination within the past five years. Questions are due by noon on July 20, 2026 via the State of Maine's Vendor Self Service e-procurement system. Monthly evaluation tours will assess performance; four or more negative responses or "Needs Improvement" ratings result in documented poor performance, with two weeks to cure or risk termination.
