About this opportunity

The State of Maine Department of Defense, Veterans and Emergency Management, Military Bureau is requesting quotations for snowplowing and sanding services at the Bangor East Complex in Bangor, with quotations due July 24, 2026 at 4:00 p.m. EST and a mandatory pre-bid walk-through on July 17, 2026 at 1:00 p.m.

The scope covers clearing approximately 354,450 square feet of parking lots, roads, and designated areas when precipitation reaches two inches or more. Priority areas include the main entrance, Flight Facility Building #260 (24/7 operations), FMS#3/Building #250, the motor pool, and parking areas for Buildings #255, #254, and #251. The contractor must provide minimum equipment: one two-yard front-end loader, one 10-yard dump truck, two one-ton or larger plow trucks with 8–10 foot clearing capacity, and two truck-mounted sanders, plus backup equipment. Pricing is based on a six-month snow season (November through April) with six equal monthly payments. The incumbent contractor, Cousins Tree Service, held the prior contract at $87,304.00 annually.

The initial contract term runs November 1, 2026 through October 31, 2027, with four optional one-year renewal periods extending through April 30, 2031. All contractor personnel must pass federal background vetting before facility access. The contractor must maintain minimum insurance: $1,000,000 general liability, state minimum workers' compensation, and $500,000 business auto with snow plowing coverage. Subcontractors are limited to no more than 15% of contracted work. Disaster recovery and subcontractor plans must accompany the bid.

Performance is evaluated through scheduled service tours beginning within two weeks of contract execution, with monthly tours thereafter. Poor performance (four or more negative responses or Needs Improvement ratings) initiates a two-week correction period; three consecutive poor evaluations trigger automatic termination eligibility. The Program Administrator may terminate with 30 days' notice for non-compliance.

Questions are due through the State of Maine Vendor Self Service system by noon on July 20, 2026. Attendance at the mandatory pre-bid walk-through must be coordinated with Dale Sprague at 207-951-7364 by noon on July 16.
