About this opportunity

The Maine Department of Defense, Veterans and Emergency Management Military Bureau is requesting quotations for snowplowing and sanding services at the Bangor Air Force Reserve Center, with quotations due July 24, 2026 at 4:00 p.m. and a pre-bid walkthrough on July 17, 2026 at 9:00 a.m.

The scope covers snow removal and de-icing for approximately 185,910 square feet, including a one-mile main entrance road, 130,590 square feet of parking area, and a quarter-mile road to the Bangor Training Site range. Services are required when precipitation accumulates two inches or more, with parking lots to be cleared by 6:00 a.m. The contractor must maintain minimum equipment: two plow trucks capable of eight- to ten-foot swaths, two truck-mounted sanders, one five-yard front-end loader, and one ten-yard dump truck. Twenty-four-hour on-demand operations are required at Bangor Flight Facility Building #260 and Bangor RTI #700. Additional work includes shoveling of walkways, handicap ramps, and stairs at RTI and Camp Keyes locations. Personnel must pass federal background vetting before accessing facility grounds.

The initial contract period runs November 1, 2026 through October 31, 2027, with four optional one-year renewal periods extending through April 30, 2031. The previous contract, held by Christopher Keith Cousins dba Cousins Tree Service, was valued at $52,500 annually. Payments are made in six equal monthly installments from November through April. The contractor must provide General Liability insurance ($1,000,000 minimum), Worker's Compensation (state minimum limits), and Business Auto Policy ($500,000 minimum with snow plowing coverage). The contractor bears all liability for damages resulting from snow removal operations, with spring repairs required by May 15. A detailed disaster recovery plan addressing workforce reduction scenarios is mandatory. Monthly performance evaluations are required; contractors receiving four or more negative responses or receiving three consecutive poor performance evaluations face contract termination with thirty days' notice. Questions are due by noon on July 20, 2026. Award will be made to the lowest bidder meeting all requirements.
