About this opportunity

Salt Lake County is requesting bids on structural repair of the post-tension concrete deck surface and pit surround metal treatment at the Salt Lake Valley Transfer Station (502 West 3300 South, Salt Lake City, Utah), with bids due July 15, 2026. The project carries mandatory contractor qualification thresholds: bidders must hold a minimum B-100 license from the Utah State Department of Commerce, demonstrate OSHA recordable incident rates at or below the Utah industry average, possess AWS D1.1 Structural Welding Certification for Steel, and provide three references for comparable commercial or government projects completed within the last five years.

The scope includes removal of existing wear coat, field verification of existing conditions and dimensions, templating and fabrication of steel plates (A36 material), installation and welding of steel plates and anchorage, epoxy void filling, concrete surface preparation to CSP-6 standards (1/8" amplitude per ICRI guidelines), and application of Sikadur-35 HI-Mod LV topping mortar with pea gravel aggregate. All work must comply with OSHA fall protection requirements and coordinate with ongoing facility operations. The contractor must submit a detailed critical path method schedule within five working days of Notice to Proceed, conduct monthly progress meetings, and maintain weekly material location reports.

The contract term is 90 calendar days from receipt of Notice to Proceed, scheduled for fall 2026 (October 2026). Liquidated damages are assessed at $250 per calendar day for schedule delays. The contractor must furnish a 5% bid bond (AIA form A310-2010) with the initial bid and performance and payment bonds equal to 100% of contract price upon award. Within 24 hours of request during evaluation, bidders must submit a subcontractors list identifying all first-tier subcontractors, their bid amounts, DOPL license numbers, and division assignments; the County reserves the right to reject bids failing to comply with subcontractor listing requirements. Bids must remain valid for 60 calendar days after opening. An optional site visit is available through the Online Solicitation System (https://utah.bonfirehub.com/opportunities/). If the project exceeds $3,000,000, Salt Lake County Ordinance sections 3.26 (Apprenticeship Utilization) and 3.27 (Construction Procurement Minimum Standards) apply.
