About this opportunity

Salt Lake County Surveyor's Office is soliciting proposals under an expedited RFP to establish a qualified contractor pool for monument placement and surveying services, with proposals due October 1, 2026. Multiple contracts will be awarded from this pool; the total contract value shall not exceed $50,000.

Monument work includes installation, repair, replacement, and rehabilitation of monuments per Salt Lake County and APWA Standards, encompassing raising monument rings and lids to road surface, installing new monuments, repairing concrete or asphalt collars, procuring rights-of-way permits, and surface or roadway restoration. Surveying services span boundary and cadastral surveys, ALTA/NSPS surveys, topographical surveys, as-built surveys, construction surveys, right-of-way surveys, control surveys, and related mapping, platting, and documentation.

Contractors selected to the pool will receive individual project assignments on an as-needed basis and submit bids for specific funded projects based on County-provided scope-of-work documents. All pricing must be submitted as hourly rates guaranteed for 24 months, inclusive of professional fees, labor, transportation, lodging, communication, and printing; the County does not reimburse travel time separately. Price adjustments are permitted only with supporting documentation and cannot exceed 5% bi-annually, indexed to independent factors and subject to County approval by written amendment.

Contracts resulting from this solicitation carry a two-year term effective upon execution with no guaranteed future extensions. Payment follows acceptance of County-approved invoices. The County retains the right to correct invoices before payment.

The Selection Committee will evaluate and score proposals using weighted criteria: Proposed Approach (20%), Timeline (15%), Relevant Experience and Qualifications (20%), Project Team and Availability (15%), and Proposed Fee (30%). Proposers must agree to all RFP requirements and the Standard Form RFP Agreement; deviations require specific identification with reasonable alternatives. All proposals become County property under the Utah Government Records Access and Management Act, with costs and pricing as public records.
